An Empirical Study on Policy Incentives and Public Interest in Urban Unsafe and Old Building Reconstruction: A Case Study of Banqiao District abstract:
;Taiwan is located in an active seismic zone with a high density of aging and dilapidated buildings in urban areas， posing significant potential disaster risks. To accelerate the reconstruction of urban unsafe and old buildings， the government promulgated the &amp;quot;Statute for Accelerating Reconstruction of Urban Unsafe and Old Buildings&amp;quot; (hereinafter referred to as the &amp;quot;Statute&amp;quot;) in 2017. However， the strict requirement of 100% consent from all property owners has led to a prevalence of micro-scale &amp;quot;toothpick houses&amp;quot; in practice， with very few large-scale benchmark cases yielding macro-urban landscape benefits.
This study focuses on the &amp;quot;Xin-Pu-Zhan&amp;quot; project in Banqiao (with a total site area of 3，113 m2 involving 40 plots of land)， which is the first approved large-scale reconstruction case in Taiwan. Adopting a case study methodology， this research combines document analysis of official evaluation reports and reconstruction plans with in-depth interviews with the developer (Tan Shi Construction)， architects， and a third-party professional institution (Chiao Fu Building Management).
The research findings indicate that the project successfully overcame the game-theoretic deadlock of traditional urban renewal and rapidly achieved 100% consent in a complex multi-ownership old community due to two core execution strategies. First， the developer adopted a &amp;quot;highly transparent and uniform distribution&amp;quot; communication model， eliminating information asymmetry and speculative psychological expectations among landowners. Second， the introduction of the &amp;quot;， Real Estate Asset Trust&amp;quot; and professional project management by the building management company effectively removed landowners′ moral hazard fears regarding incomplete construction.
In terms of benefit verification， the project precisely secured the maximum 40% floor area bonus and successfully achieved multiple certifications， including the national &amp;quot;Seismic Mark，&amp;quot; &amp;quot;Silver-grade Green Building，&amp;quot; and &amp;quot;Level 2 Barrier-Free Environment&amp;quot; with a high-spec SRC structure. Additionally， a 4-meter setback was voluntarily created to provide a shaded
pedestrian walkway. This project proves that， under sound private mechanisms and proactive corporate planning， the reconstruction of unsafe and old buildings can not only activate private asset values but also substantively transform policy incentives into immense public benefits such as environmental sustainability， elderly-friendliness， and urban disaster prevention. It serves as a textbook paradigm for urban regeneration in Taiwan.

;Faced with global climate change， urbanization， and the impact on
the ecological environment， sustainable development has become a crucial
core element of urban governance and public infrastructure planning. The
United Nations Sustainable Development Goals (SDGs) emphasize
environmental conservation， social inclusion， and governance resilience.
Urban parks， as one of the cornerstones of urban green spaces， not only
provide recreational spaces but also shoulder diverse functions such as
ecological conservation， water resource regulation， and environmental
education. Taoyuan City， rich in pond resources and known as the &amp;quot;Land
of a Thousand Ponds，&amp;quot; has been actively promoting pond transformation
and ecological park construction in recent years， hoping to create urban
green spaces that combine ecology， culture， and quality of life through
sustainable governance principles.
This study uses Taoyuan City′s Huaxing Pond Ecological Park as a
case study to explore how sustainable development concepts and relevant
assessment indicators can be incorporated into the planning， design，
construction management， and subsequent operation and maintenance of
pond parks. Through literature review， field investigation and case
analysis， this study organizes the historical context of Taoyuan′s ponds
and irrigation canals， park and green space policies and related laws
and regulations. It also integrates the United Nations Sustainable
Development Goals (SDGs)， ESG governance concepts， the Taiwan Green
Building Assessment System (EEWH) and public works ecological inspection
frameworks to establish a research foundation for the sustainable
development of pond parks.
The research results show that Huaxingchi Ecological Park fully
embodies the concepts of sustainable governance and ecological
engineering in its overall planning and design. Through low-impact
development， ecological habitat creation and restoration， circular
economy， low-carbon engineering， increased green coverage and waterfront
spaces， and the preservation and conversion of overflow outlets into
waterfall designs， disaster prevention， water conservancy， and landscape
are simultaneously achieved， enhancing regional biodiversity and
landscape quality while also meeting the recreational needs of citizens
and serving environmental education functions. In terms of architectural
design， a low-impact configuration is adopted to adapt to the terrain，
with a steel structure and perforated panel facade design to meet
ventilation and shading requirements. Furthermore， in response to
Taiwan′s subtropical hot climate， deep eaves and rain shelters are used
to reduce the building′s heat load. The building′s water supply
equipment also uses water-saving certified equipment to implement water
conservation principles. The pond itself retains its original water
storage and irrigation functions， which not only effectively regulate
the regional microclimate and reduce the urban heat island effect， but
also reduce the interference of the project on the natural environment
through an ecological inspection mechanism. In subsequent management and
maintenance， the park’s sustainable operation efficiency will be
improved through cross-departmental cooperation， community participation
and entrusted operation strategies.
In summary， Huaxingchi Ecological Park， through strategies such as
sustainable planning， ecological restoration， circular economy， and lowcarbon
design， not only demonstrates the development potential of
Taoyuan′s ponds in transforming into urban ecological parks， but also
reflects the important direction of cities moving towards sustainable
governance， resilient adaptation， and ecological symbiosis. The findings
of this study can provide relevant government agencies， planning and
design units， and subsequent researchers with a reference for the
sustainable development and policy promotion of pond parks.

A Study on Indoor Renovation Permits and Flame-Retardant Materials</title>
      <link>https://ir.lib.ncu.edu.tw/handle/987654321/109834</link>
A Study on Indoor Renovation Permits and Flame-Retardant Materials abstract:
;This study investigates the practical loopholes and optimization strategies regarding Taiwan’s &amp;quot;Interior Decoration Permit System&amp;quot; and the &amp;quot;Management of Flame-Retardant Materials.&amp;quot; The current system relies excessively on static laboratory data and documentary reviews. Confronted with emerging composite building materials and complex construction ecosystems， a significant regulatory disconnect has emerged， resulting in a discrepancy between standardized data and actual on-site fire performance. Utilizing literature analysis， comparative regulatory studies (US， EU， and Japan)， in-depth interviews， and case studies， this research identifies five core dilemmas within the current framework:
1. Hidden Blind Spots Arising from Documentary Reviews: Completion inspections focus heavily on paperwork; consequently， there is a lack of substantial inspection methods for concealed works (such as the interiors of ceilings and walls) once they are sealed.
2. Combustion Blind Spots of Composite Materials: Existing testing targets individual materials， failing to effectively evaluate the non-linear composite combustion behavior exhibited after stacking &amp;quot;decorative materials and substrates.&amp;quot;
3. Abuse of Substitution Mechanisms: Under cost pressures， the &amp;quot;equivalence product&amp;quot; mechanism degenerates into downgrading for arbitrage; moreover， due to the absence of post-market random sampling， the market is rife with falsified reports and adulterated mixtures.
4. Insufficient Capacity for On-Site Scientific Identification: Frontline inspectors lack backgrounds in materials science， and there is a deficiency in legally valid Non-Destructive Testing (NDT) instruments on-site.
5. Lack of Long-Term Performance Monitoring: The current framework overlooks the hidden risks of flame-retardant materials deteriorating over time due to environment and subsequent remodeling under Taiwan’s hot and humid climate.
Based on these findings， this study proposes an optimization strategy centered on &amp;quot;Full Lifecycle Dynamic Management&amp;quot; across four dimensions:
1. Administrative Optimization: Establish an integrated digital review platform and implement a &amp;quot;Three-Tier Risk-Based Review System&amp;quot; according to space occupancy and risk levels.
2. Technological Innovation: Mandate material production traceability (utilizing digital ID laser engraving and anti-counterfeiting QR codes)， introduce blockchain for data notarization， and enforce real-time reporting via digitized construction supervision.
3. Third-Party Verification: Introduce TAF-accredited (Taiwan Accreditation Foundation) third-party institutions to conduct on-site completion sampling and &amp;quot;secondary spot checks，&amp;quot; while promoting a construction supervision certification system and professional liability insurance.
4. Performance Deepening: Advance full-scale end-use configuration testing for composite structures， establish localized material aging models alongside fire scenario databases (CFD/FDS)， and issue &amp;quot;Building Fire Safety Passports&amp;quot; for long-term monitoring.
In conclusion， this study recommends shifting interior decoration fire safety management from conventional time-specific &amp;quot;administrative checklists&amp;quot; to a dynamic management system that spans from the source and construction through to long-term operation. This transformation is essential to fundamentally bridge the gap between laboratory data and on-site performance， thereby safeguarding the lives and properties of the public in Taiwan.

Organizational-level carbon inventory in energy-saving and carbon reduction for freeway maintenance projects - take Muzha branch as example abstract:
;Since 1970， over the past five decades， Taiwan’s freeway network has expanded from an initial 373 kilometers to over 1，000 kilometers to meet increasing transportation demands and support national economic development. This high-quality freeway system has become the backbone of Taiwan′s transportation infrastructure， currently handling approximately 65% of intercity traffic.
Looking ahead， under the continuous efforts of the Freeway Bureau， the focus remains on enhancing service quality， implementing intelligent transportation management， promoting full life-cycle maintenance， and advancing energy-saving and carbon reduction strategies. These principles aim to support the nation’s overall economic growth. In terms of freeway maintenance， there are currently three regional branches comprising 14 maintenance offices. The annual maintenance budget exceeds USD 216 million， covering a wide range of infrastructure components including bridges， tunnels， slopes， pavements， electromechanical systems. Since， Taiwan established the 2050 net-zero carbon emission policy， various industries have been actively developing new products， construction methods， and materials to follow the path of energy-saving and carbon reduction. Considering that the annual total contract value of each engineering section of the Taiwan National Highway Bureau exceeds 15 million USD， it is essential for these sections to independently conduct carbon inventory work. By introducing the ISO 14064-2018 organizational carbon inventory standard， they can systematically quantify and track greenhouse gas emissions during maintenance processes. This will also help the engineering sections formulate long-term energy-saving and carbon reduction policies and quantify their efforts. Carbon inventory process includes direct emission sources from operations， indirect emissions from tunnel electromechanical equipment and road maintenance engineering， as well as the collection of carbon sequestration data from trees within the jurisdiction. The results of the carbon inventory not only help identify carbon reduction priorities but also quantify the effectiveness of energy-saving and carbon reduction efforts. This paper will analyze how this approach facilitates balancing engineering management and sustainable development goals， providing practical recommendations for relevant units， contributing to the achievement of net-zero carbon emission targets.
