A Study on the Evaluation of Housing Inspection Items and Their Weights Using the Analytic Hierarchy Process</title>
      <link>https://ir.lib.ncu.edu.tw/handle/987654321/111341</link>
A Study on the Evaluation of Housing Inspection Items and Their Weights Using the Analytic Hierarchy Process abstract:
;With increasing public awareness of housing quality and home-buying risks， pre-handover inspections for newly constructed residential buildings have become increasingly important. In recent years， third-party house inspection services have gradually gained popularity in Taiwan. However， most inspection practices still rely heavily on personal experience and lack a systematic and quantitative prioritization mechanism， resulting in insufficient standardization of inspection procedures and resource allocation.
Therefore， this study applies the Analytic Hierarchy Process (AHP) to establish an importance evaluation model for inspection items in newly constructed housing， aiming to identify the relative importance and priority rankings of various inspection dimensions and criteria.
Based on literature review and practical house inspection experience， this study constructs a hierarchical framework consisting of five major dimensions: structural and civil works system， equipment and components system， plumbing and waterproofing system， electrical and communication system， and environmental inspection system， including a total of 20 inspection criteria.
A total of 29 valid expert questionnaires were collected from professionals with experience in house inspection， residential construction， construction management， and architectural supervision. The collected data were analyzed using the Expert Choice software for AHP weight calculation and consistency verification.
The results indicate that the plumbing and waterproofing system has the highest importance weight (0.3298)， followed by the structural and civil works system (0.2743)， electrical and communication system (0.1816)， equipment and components system (0.1512)， and environmental inspection system (0.0632). This finding suggests that water leakage， waterproofing quality， and drainage system performance are considered the most critical issues in newly constructed housing inspections.
Further analysis of the overall weights reveals that the top-ranked inspection items mainly involve water leakage inspection， drainage system performance， structural construction quality， and electrical safety inspection. These results indicate that major housing quality risks are primarily associated with water tightness， construction quality， and electrical safety.
By applying the AHP method， this study transforms complex house inspection considerations into quantifiable evaluation results. The findings not only establish a systematic evaluation framework for newly constructed housing inspections but also provide practical references for inspection process optimization， resource allocation， personnel training， and residential quality management.

A Study of Policy Change in Taiwan’s Labor Occupational Accident Insurance and Protection Act: An Advocacy Coalition Framework Perspective</title>
      <link>https://ir.lib.ncu.edu.tw/handle/987654321/111337</link>
A Study of Policy Change in Taiwan’s Labor Occupational Accident Insurance and Protection Act: An Advocacy Coalition Framework Perspective abstract:

;Taiwan’s occupational accident insurance system was long incorporated into the broader labor insurance system， while insurance benefits， accident prevention， and post-accident rehabilitation services were dispersed across different legal frameworks and administrative agencies. To address problems such as insufficient insurance coverage， limited flexibility in benefit adjustments， and unstable funding for prevention and rehabilitation， the Legislative Yuan passed the Labor Occupational Accident Insurance and Protection Act in 2021. This legislation marked a gradual transition from a fragmented and supplementary occupational accident protection system toward a specialized statutory framework integrating insurance benefits， occupational accident prevention， and vocational rehabilitation. Focusing on the legislative process of the Act， this study applies the Advocacy Coalition Framework to examine the external events and policy windows that facilitated policy change， the relatively stable parameters within the policy domain， the actions and motivations of different advocacy coalitions， conflicts among coalitions and between coalitions and government agencies， and the role of the government throughout the legislative process.

This study adopts a qualitative research approach， using in-depth interviews as its primary research method. Through purposive sampling， key actors from the Department of Labor Insurance of the Ministry of Labor， the Bureau of Labor Insurance， the Occupational Safety and Health Administration， and a non-governmental occupational safety and health advocacy organization were interviewed. Documentary analysis was also employed to examine Legislative Yuan records， government documents， statements issued by advocacy organizations， news reports， and relevant academic studies. The interview data were cross-validated with secondary sources to reconstruct the policy change process leading to the enactment of the Labor Occupational Accident Insurance and Protection Act.

The findings indicate that the enactment of the Act in 2021 was not directly triggered by a single major occupational accident. Rather， it resulted from an incremental policy window created by the gradual convergence of long-standing institutional gaps， persistent occupational risks， repeated cases exposing deficiencies in worker protection， sustained advocacy by civil society organizations， changes in the governing coalition， political commitments， and growing administrative capacity for policy implementation. In addition， the complexity of occupational accidents and diseases， financial pressures on the labor insurance system and fund sustainability， Taiwan’s industrial structure characterized by a high proportion of small and micro enterprises， and constitutional and legal requirements concerning lawful administration， statutory authorization， and budget allocation constituted relatively stable parameters that constrained available policy options and the scope of coalition activities.

Within the policy subsystem， this study identifies three major types of advocacy coalitions: an administrative-agency-centered coalition promoting institutional integration and implementation feasibility; a civil-society-centered coalition advocating the enactment of a separate statute; and an opposing or defensive coalition composed of employer organizations， certain occupational unions， and conservative elements within the administrative system. Based on their policy beliefs， organizational interests， institutional positions， and available resources， these coalitions adopted different strategies， including drafting legislation， interagency coordination， consultation meetings， policy discourse construction， public advocacy， lobbying， and the defense of existing institutional arrangements. Conflicts among the coalitions cannot be understood merely as conventional labor–management confrontation. Instead， they constituted multidimensional conflicts concerning the expansion of protection， insurance premiums and business costs， employers’ compensation liabilities， insurance enrollment channels， financial equity， and administrative feasibility.

An Analysis of the Weights of Influencing Factors in Subcontractor Selection for Infrastructure MEP Projects</title>
      <link>https://ir.lib.ncu.edu.tw/handle/987654321/111334</link>
An Analysis of the Weights of Influencing Factors in Subcontractor Selection for Infrastructure MEP Projects abstract:
;Infrastructure mechanical， electrical， and plumbing engineering projects are usually characterized by large project scale， complex systems， multiple construction interfaces， and high uncertainty. During project execution， these projects often involve the integration of various systems， including electrical power， fire protection， air conditioning， low-voltage systems， automatic control， communications， and monitoring systems. They also require
continuous coordination with architectural， structural， interior finishing， and other professional disciplines. Therefore， in large-scale infrastructure MEP projects， subcontractors are no longer merely construction executors; rather， they are important partners who directly affect the general contractor’s project performance and risk management.
In practice， when selecting subcontractors， general contractors often focus mainly on price，project experience， basic qualifications， previous cooperation experience， and willingness to undertake the work. Although this selection approach may reduce initial procurement costs，problems may still arise during the middle and later stages of project execution， such as insufficient manpower， delayed material supply， difficulties in interface coordination， incomplete documentation， inadequate response to design changes， and variation disputes. These issues may further affect project schedule， quality， and overall performance stability.
This study focuses on infrastructure MEP engineering and explores the key factors affecting subcontractor selection from the practical perspective of general contractors. The Analytic Hierarchy Process (AHP) is adopted as the research method to establish a hierarchical framework for subcontractor selection. The framework consists of six dimensions: price and quotation conditions， project experience and basic qualifications， capability to respond to project complexity， contractual resources and financial capability， system integration and interface coordination capability， and performance and management capability. A questionnaire survey is conducted to collect judgments from professionals with experience in infrastructure MEP projects， subcontractor selection， procurement， tendering， or project management. The collected data are then used for weight analysis and consistency testing.
Through the results of the AHP analysis， this study aims to establish a subcontractor selection evaluation framework that better reflects practical needs. The framework is expected to help general contractors consider not only price and basic conditions during the subcontractor selection stage， but also factors such as system integration， interface coordination， response to project complexity， and performance management. The findings may serve as a referencefor future subcontractor selection， procurement decision-making， and performance risk control.

The Effects of Quality Costs and Risk Perception on the Brand Value of Real Estate Developers</title>
      <link>https://ir.lib.ncu.edu.tw/handle/987654321/111330</link>
The Effects of Quality Costs and Risk Perception on the Brand Value of Real Estate Developers abstract:
;In the real estate development industry， project quality， construction stability， and developers′ con-tractual fulfillment have become critical factors influencing consumers′ trust in developers′ brands. Due to the high value of housing products and information asymmetry in the real estate market， developers′ quality management capability and market reputation directly influence consumers′ perceptions of brand value. In practice， developers must balance cost control with quality improvement， as insufficient ear-ly-stage quality investment may lead to rework， repair costs， and handover defects， thereby reducing consumers′ trust in developers′ brands. Therefore， this study investigates the effects of different quality cost components on brand value and examines the mediating role of perceived quality risk to provide a reference for quality cost allocation.
Based on the Prevention–Appraisal–Failure (PAF) model， quality costs are classified into preven-tion， appraisal， and failure costs to establish a research framework linking perceived quality risk and brand value. Questionnaire data were analyzed using SPSS for data processing and preliminary statis-tical analyses， followed by Structural Equation Modeling (SEM) to validate the research model and test the hypotheses.
The results indicate that prevention， appraisal， and failure costs each have significant positive ef-fects on perceived quality risk， with failure costs having the strongest effect. Perceived quality risk also has a significant positive effect on brand value， indicating that consumers rely more on developers′ brands when placing greater importance on quality-related risks. Furthermore， perceived quality risk par-tially mediates the relationship between quality costs and brand value. Significant mediation effects were found for prevention and appraisal costs， whereas the mediating effect of failure costs was not statistically significant.
Overall， quality cost management should emphasize early-stage quality investment and appropri-ate quality cost allocation rather than focusing solely on short-term cost reduction. The findings provide practical guidance for quality management， cost control， and brand management strategies.
