SOP;This study establishes design guidelines and benefit assessment indicators for transforming urban flood control facilities into multifunctional sustainable spaces, using the Longshan Detention Pond in Taoyuan as a case study. The core research findings demonstrate that the innovative dual-layer structure and extensive rainwater storage block system achieve significant quantitative results: 1. Quantified Flood Control: Reduced peak flow by 14 CMS and decreased flooding area by 69%, substantially enhancing urban resilience. 2. Sustainability and Ecological Metrics: Achieved a Benefit-Cost (B/C) ratio of 2.5 and increased green coverage to over 88%, while implementing a rainwater harvesting system for resource circularity. 3. Management Innovation: Developed a smart management model integrating IoT and AI, alongside a specialized Maintenance SOP (including pinhole detection and underground silt removal), addressing long-term maintenance challenges. The proposed assessment framework and design criteria serve as a benchmark for multi-objective urban infrastructure development, aligning with Sponge City concepts and UN Sustainable Development Goals (SDGs).
