;The depletion of Earth′s resources and the degradation of the environment are significant global challenges, especially since the 20th century, with the greenhouse effect worsening and prompting reflection on reducing carbon emissions. The UN IPCC (Provincial Commission on Climate Change) Sixth Assessment Report (AR6 Synthesis Report), released on March 30, 2023, called for a reduction of at least 43% in carbon emissions by 2030 and the achievement of net-zero emissions by 2050 to limit global warming to 1.5°C. Consequently, countries worldwide have set phased timelines and targets to achieve the vision of net-zero emissions by 2050. This paper takes the Taoyuan City Zhonglu No. 3 social housing project, which obtained the "New Residential Performance Assessment" in 2023, as a basis. It re-examines and recalculates the content and scores of the eight performance categories. Then, it conducts a trial calculation on the Taoyuan City Zhengguang Road social housing project using the scoring method of the latest version of the "Residential Performance Assessment Implementation Measures" promulgated on December 30, 2021. The differences in scores and grades between the two projects are compared, and the main reasons for the differences in scores are explored. Based on this, suggestions for improving the performance grade are proposed as a strategy for improving the performance assessment of new residential buildings. The results of this study show that whether it is "2050 Net Zero Emissions," "Green Building Label," or "New Residential Building Performance Assessment," all place particular emphasis on the three major goals of "energy conservation," "environmental protection," and "sustainable operation." Although the new residential building performance assessment described in this paper does not receive the same public attention as "2050 Net Zero Emissions," "Green Building Label," or "Smart Building Label," it is of undeniable importance in addressing people′s deep-seated ideals of housing justice. To improve the performance evaluation of new residential buildings, in addition to strengthening the planning of various performance categories during the design phase, it is even more important to emphasize the maintenance and management of the buildings during subsequent use. Furthermore, efforts should be made to achieve the desired performance levels in a natural and sustainable manner to enhance building quality and achieve the goal of sustainable development.
