;With the wave of digital transformation, Taiwan′s construction industry has gradually shifted from traditional paper-based operations to digital management. This study aims to explore the effectiveness, critical success factors, and enhancement strategies for implementing digital management platforms during the construction phase of public infrastructure projects in Taiwan. Adopting methods of literature review, case study, and comprehensive induction, this research analyzes two ongoing major projects: the Aerotropolis Construction Information System (ACIS) for the Taoyuan Aerotropolis D1 section, which integrates Geographic Information Systems (GIS) and earthwork matching modules; and the Project Management Information System (PMIS) for the Highway 66 grade-separation improvement project, which emphasizes the integration of Smart Safety, Building Information Modeling (BIM), and AI technology. The findings indicate that digital platforms significantly improve management efficiency, transparency of quality and safety control, and governance capability. ACIS demonstrates superior capability in program-level governance and cross-project integration, whereas PMIS is more effective in on-site execution management and smart safety applications. Both systems complement each other and collectively support PDCA management and the principles and performance domains of PMBOK® Guide (Seventh Edition). However, challenges such as high implementation and maintenance costs, inconsistent platform standards, strong dependency on network conditions, and insufficient long-term institutionalization remain. This study further proposes three major enhancement strategies, including a “Government-Led and Industry-Enhanced Hybrid Platform Framework,” the development of “BIM-based Digital Twin Construction Sites,” and the promotion of “Modular and Subscription-Based PMIS Services.” The results are expected to provide valuable policy and practical references for advancing digital transformation in Taiwan’s public construction sector and enhancing overall industrial competitiveness and sustainability.
