;With the acceleration of urban development, local governments have actively promoted large-scale public infrastructure projects, such as railway underground projects and urban land consolidation. These projects often involve adjustments to existing access roads and major intersections. During construction, reduced road capacity may create traffic bottlenecks, increase vehicle delay, lower the Level of Service (LOS), and raise traffic safety concerns. In addition, the construction industry has recently faced challenges such as labor shortages and limited resource availability, which have increased the complexity of construction scheduling. Under resource-constrained conditions, improper construction sequencing may not only cause project delays, but also intensify the negative impacts on surrounding traffic and the living quality of nearby residents. Therefore, balancing construction efficiency with the reduction of traffic impacts under limited resources has become an important issue in construction planning and management decision-making.
This study examines the intersection construction scheduling problem using a supplementary urban land consolidation project in a certain county/city as a case study. The work contents, construction sequence, manpower requirements, site conditions, and scheduling constraints of each intersection work item are compiled. Relevant parameters and weights are established with reference to the existing Traffic Impact Assessment data. This study develops an Integer Programming model that integrates construction sequencing, manpower resource constraints, and traffic impact considerations. Under the constraints of work-item precedence relationships, project duration requirements, and daily manpower limits, the model is solved through mathematical optimization. In this study, traffic impact is incorporated as an important evaluation reference for construction scheduling, with the aim of obtaining a schedule that satisfies practical constraints while reducing traffic disruptions at construction intersections. The results can serve as a decision-making reference for future construction scheduling, manpower resource allocation, and traffic impact mitigation at intersections.
