;As the paradigm shifts toward Human-oriented Transportation, Taipei City has actively promoted a series of initiatives, such as the Taipei Pedestrian Safety Plan. However, faced with increasingly complex urban facilities, traditional manual inspection models have struggled to meet the rigorous demands of digital governance. This study aims to explore how to establish a "Pedestrian Environment Optimization Strategy Framework" with practical feasibility through technological means, utilizing the "Taipei Road and Sidewalk Visual Management Platform" as the empirical core. Adopting a mixed-methods approach, the research utilized Mobile Mapping Technology (MMT) and 3D point cloud generation to digitize 2,254 km of roads and 1,350 km of sidewalks, creating high-precision Digital Twin models that resolve "Information Silo" dilemmas. Empirical results show that the platform successfully integrates BIM concepts and cross-departmental responsibilities. Through "Digital Twin Online Inspection," as of April 2026, 48 deficiency review meetings were held, and 2,286 deficiencies were processed, effectively resolving critical issues such as transformer box relocation and parking adjustments to improve pedestrian clear width. Research results indicate that the platform successfully breaks down institutional fragmentation and information silos, achieving full-lifecycle digital governance. Furthermore, this study proposes an "Image-driven" sustainable data update mechanism, combined with informatized forms, to transition pedestrian environment management from "passive reporting" to "full-lifecycle maintenance management". Ultimately, through the platform′s decision-making support, Taipei City has successfully transitioned from early spatial compromise to the implementation of "Spatial Justice," providing a scientific strategic framework for smart city digital governance and the construction of sustainable walking environments.
