;This study focuses on the Taoyuan Aerotropolis urban plan, a large-scale national
development project, selecting the highly indicative and strategically
advantageous "Taoyuan Aerotropolis Nearby Area Specific Zone Plan -
Resettlement Housing (A18 Base)" as the case for empirical analysis. The
research scope is precisely targeted at the resettlement housing in sub-zones A18-
1 to A18-3, aiming to conduct an in-depth analysis from the perspectives of policy
planning, practical execution, and technical quality. Playing a crucial "pioneering
and demonstrative" role in the overall plan, this project not only overcame crossinterface
construction conflicts with surrounding public works, scheduled
Taipower power outages, and extreme weather (typhoons) within a highly
compressed three-year timeframe, but also successfully secured an additional
30.87% to the contract amount through contract dispute mediation. This resolved
financial bottlenecks caused by global raw material inflation and achieved highly
efficient performance management with "zero default penalties."
In terms of overall construction planning, the project systematically introduced
the "Circular Economy RESOLVE Model," fully aligning with the dual
certification standards of the "Gold-Level Green Building" and "Certified-Level
Smart Building." It demonstrated tangible technical achievements across seven
major indicators: greenery, site water retention, daily energy savings, carbon
dioxide reduction, waste reduction, indoor environment, and water resources.
Additionally, a special supervision system was implemented to obtain the
"Seismic Resistant Building Mark," tangibly fulfilling the commitment to
structural safety and living quality for relocated households.
Furthermore, regarding handover and repair management during the later stages
of practical execution, a data inventory indicates that despite a handover execution
rate as high as 99.3%, a few cases were still hindered by residents′ mortgage
    III
limitations, administrative transfer obstacles, cognitive discrepancies in
engineering quality, and force majeure factors. The study conducts a further indepth
analysis of indicative pain-point cases involving atypical defects, such as
"access disputes over accessible parking space markings" and "warranty disputes
concerning toilet tank damage post-handover." Ultimately, this study completes
an administrative closed-loop through a dual-track mediation mechanism
encompassing contractual and technical approaches. It is anticipated that this
"Taoyuan Aerotropolis Experience" will be transformed into a policy evaluation
model that balances social care with development efficiency, serving as a vital
decision-making reference for Taiwan′s future large-scale expropriation and urban
    renewal plans.
