;This study investigates the practical loopholes and optimization strategies regarding Taiwan’s "Interior Decoration Permit System" and the "Management of Flame-Retardant Materials." The current system relies excessively on static laboratory data and documentary reviews. Confronted with emerging composite building materials and complex construction ecosystems, a significant regulatory disconnect has emerged, resulting in a discrepancy between standardized data and actual on-site fire performance. Utilizing literature analysis, comparative regulatory studies (US, EU, and Japan), in-depth interviews, and case studies, this research identifies five core dilemmas within the current framework:
    1. Hidden Blind Spots Arising from Documentary Reviews: Completion inspections focus heavily on paperwork; consequently, there is a lack of substantial inspection methods for concealed works (such as the interiors of ceilings and walls) once they are sealed.
    2. Combustion Blind Spots of Composite Materials: Existing testing targets individual materials, failing to effectively evaluate the non-linear composite combustion behavior exhibited after stacking "decorative materials and substrates."
    3. Abuse of Substitution Mechanisms: Under cost pressures, the "equivalence product" mechanism degenerates into downgrading for arbitrage; moreover, due to the absence of post-market random sampling, the market is rife with falsified reports and adulterated mixtures.
    4. Insufficient Capacity for On-Site Scientific Identification: Frontline inspectors lack backgrounds in materials science, and there is a deficiency in legally valid Non-Destructive Testing (NDT) instruments on-site.
    5. Lack of Long-Term Performance Monitoring: The current framework overlooks the hidden risks of flame-retardant materials deteriorating over time due to environment and subsequent remodeling under Taiwan’s hot and humid climate.
Based on these findings, this study proposes an optimization strategy centered on "Full Lifecycle Dynamic Management" across four dimensions:
    1. Administrative Optimization: Establish an integrated digital review platform and implement a "Three-Tier Risk-Based Review System" according to space occupancy and risk levels.
    2. Technological Innovation: Mandate material production traceability (utilizing digital ID laser engraving and anti-counterfeiting QR codes), introduce blockchain for data notarization, and enforce real-time reporting via digitized construction supervision.
    3. Third-Party Verification: Introduce TAF-accredited (Taiwan Accreditation Foundation) third-party institutions to conduct on-site completion sampling and "secondary spot checks," while promoting a construction supervision certification system and professional liability insurance.
    4. Performance Deepening: Advance full-scale end-use configuration testing for composite structures, establish localized material aging models alongside fire scenario databases (CFD/FDS), and issue "Building Fire Safety Passports" for long-term monitoring.
In conclusion, this study recommends shifting interior decoration fire safety management from conventional time-specific "administrative checklists" to a dynamic management system that spans from the source and construction through to long-term operation. This transformation is essential to fundamentally bridge the gap between laboratory data and on-site performance, thereby safeguarding the lives and properties of the public in Taiwan.
