;With the rapid growth of electric vehicle (EV) adoption, charging demand has become a critical factor affecting user convenience and overall transportation efficiency. Unlike conventional fuel vehicles supported by a mature refueling network, EV charging involves longer service times and significant spatiotemporal demand imbalance. Existing charging systems primarily rely on fixed charging stations, whose deployment is constrained by land availability, grid capacity, and investment costs. These limitations often lead to congestion during peak periods and underutilization during off-peak hours, reducing overall system efficiency. This study investigates the resource allocation and dynamic scheduling problem of EV charging services under uneven demand conditions. A mathematical model is developed to formulate charging service configuration and route decisions as a sequential decision-making problem with dynamic demand and resource constraints. Reinforcement learning and optimization approaches are incorporated to enhance scheduling flexibility, improve resource utilization, and reduce service delays. Simulation results demonstrate that dynamic scheduling strategies outperform traditional static allocation methods in improving service efficiency and overall system performance. The findings provide practical insights for EV charging service planning and contribute to the development of more efficient and sustainable transportation systems.
