(Other Effective Area-based Conservation Measures, OECM)強調結果導向,重視一個區域在實際管理下能否長期產生就地生物多樣性保育成效,不以設立目的作為唯一判斷標準。
;Taiwan currently faces constraints in expanding conventional Marine Protected Areas (MPAs). Unlike MPAs, which primarily rely on restrictive management measures, Other Effective Area-based Conservation Measures (OECM) adopt a results-based approach that emphasizes whether an area can achieve long-term in situ biodiversity conservation outcomes through effective management, rather than relying solely on its original designation purpose. Consequently, the identification and subsequent evaluation of OECM cannot depend exclusively on administrative boundaries, marine spatial zoning, or individual development plans, but require observable, trackable, and updatable scientific information to support governance decisions. Although long-term and continuous multi-source marine observation datasets have been accumulated in the waters surrounding Taiwan, these datasets were primarily collected for specific purposes and remain fragmented; whether they can be transformed into evidence supporting governance decisions has rarely been systematically examined. Using the waters surrounding the Third Liquefied Natural Gas (LNG) Receiving Terminal at Guantang, Taoyuan as a case study, this study evaluates whether existing multi-source marine observation data can respectively support governance judgments regarding anthropogenic pressure, ecological status, and physical background conditions.
To characterize anthropogenic pressure, Automatic Identification System (AIS) data were used to identify areas of relatively low human disturbance around Taiwan. Within the study area, an approximately 0.79 km² low-disturbance zone was delineated, providing a reference for the potential delineation of marine OECM boundaries. However, AIS data only reflect the spatial distribution of human activities and are insufficient, by themselves, to serve as a sufficient condition for marine OECM identification.
To assess ecological status, existing EIA ecological and chemical data were integrated with long-term ocean circulation reanalysis data from the Copernicus Marine Environment Monitoring Service (CMEMS) to examine whether the relationships among physical, chemical, and biological factors were consistent with the operational logic of coastal ecosystems. The observed relationships were generally consistent with ecological mechanisms reported in previous studies, indicating that such EIA data have potential to serve as ecological baselines and support governance tracking.
In addition, high-frequency (HF) radar was used to observe local circulation patterns in the study area and estimate water residence time. Owing to its dynamic and near-real-time observational capability, HF radar complements conventional static marine datasets. However, because the current observation period remains relatively short, these data were not incorporated into the long-term ecological correlation analysis, although they hold potential for strengthening future dynamic monitoring.
The three analytical components above correspond respectively to anthropogenic pressure, ecological status, and physical background, each addressing only one dimension of governance judgment; they must be cross-referenced and mutually reinforced to form a preliminary, trackable, and updatable basis for governance judgment. The core purpose of this study is to evaluate whether existing marine observation data can support such governance judgments, providing an empirical foundation for the governance application of marine data in Taiwan. This approach, initially applied to the waters off the Guantang LNG Terminal in Taoyuan, still requires longer-term and more intensive monitoring for further validation, and may provide a reference direction for data integration in support of Taiwan′s promotion of Marine Spatial Planning (MSP) and the designation of marine OECMs.
