;Aligning with Taiwan′s 2050 net-zero targets requires integrating national climate policies with the sustainable economic development of rural communities. The traditional bamboo sector possesses substantial carbon sequestration capacity but faces industry decline due to insufficient economic incentives. While natural carbon credits offer a potential revitalization mechanism, existing nature-based methodologies (e.g., AR-TMS0003) are constrained by severe land fragmentation (1.5 hectares per farmer on average) and prohibitive Monitoring, Reporting, and Verification (MRV) costs. Additionally, traditional bamboo charcoal production exhibits substantial carbon loss, failing to satisfy the chemical permanence criteria of international voluntary carbon markets. To address these limitations, this research proposes a techno-economic framework integrating engineered biochar production with a "Micro-Cluster" operational model. First, a cradle-to-gate Life Cycle Assessment (LCA) confirms that controlled high-temperature pyrolysis mitigates atmospheric emission and ensures carbon permanence (molar H/Corg<0.7), generating a verified carbon removal yield of 2.5 tCO2e per ton. Second, an Area-Based Cost-Benefit Analysis (CBA), combined with Buchanan′s Club Theory, evaluates the financial feasibility of rural aggregation. Assuming a baseline carbon price of US$100/tCO2e, amortizing fixed capital expenditures (CapEx) and institutional MRV costs requires a minimum break-even threshold of 17 micro-enterprises (25.5 hectares). Weighing marginal cost efficiencies against operational congestion risks, the model identifies 25 to 26 enterprises as the optimal risk-adjusted scale of bamboo industry. Ultimately, this study proposes a phased "Micro-Cluster" transition strategy. Policy recommendations include restructuring agricultural subsidies to address capital bottlenecks and facilitating corporate ESG investments. This thesis provides a strategic framework for integrating fragmented rural forestry assets into high-integrity global carbon markets, thereby facilitating both regional sustainable economic development and national decarbonization objectives.
