;With global and domestic sustainability regulations becoming increasingly stringent, enterprises face transition pressures and bottlenecks due to a scarcity of green competencies, making Knowledge Process Outsourcing (KPO) a rational strategic choice for acquiring expert knowledge. However, the current market lacks unified and clear standards for sustainability consultants, resulting in inconsistent quality and high levels of information asymmetry. In view of this, this study uses the KSAO model as its theoretical foundation to construct a systematic "Professional Competency Scale for Experienced Sustainability Consultants," providing an objective basis for enterprises to screen external experts. This research adopts the Modified Delphi Method, inviting an expert panel of 19 experienced specialists to participate in a two-round questionnaire survey, followed by a cross-analysis using the Importance-Cohesiveness Matrix. The results successfully filtered and established 43 core behavioral indicators from the initial 48 items, comprising 8 items for Knowledge, 14 items for Skills, 9 items for Abilities, and 12 items for Other characteristics. The core findings indicate that the current Taiwanese market prioritizes regulatory compliance and environmental risk management over social impact assessments, which led to the elimination of Social Return on Investment (SROI) and Diversity, Equity, and Inclusion (DEI) indicators for failing to meet the required importance or consensus thresholds. Furthermore, implicit abilities and personal traits serve as the critical watershed distinguishing the performance of experienced consultants, accounting for 75% of the 12 high-importance indicators, with communication and coordination, forward-looking strategic thinking, and trust-building being the most heavily emphasized. This study fills the academic gap in the literature regarding external consultant competencies while offering a practical check tool for corporate outsourcing selection.
