;With the widespread adoption of digital technology and social media, gender-based violence has extended from physical spaces to the virtual online domain. Recent cases, such as the "Nth Room" case in South Korea and the "Creative Private Room" forum case in Taiwan, reveal the trend of organized, cross-border, and highly concealed digital sexual violence crimes. Statistics show that cases involving child sexual abuse videos account for 86% of all child sexual exploitation cases in Taiwan, exhibiting explosive growth. Based on frontline practical experience, the author observes that current administrative procedures (such as local governments issuing notices to businesses to remove content) face challenges in the face of the rapidly changing digital environment, including delays, fragmented authority (police, digital development departments, communications commissions, etc.), and difficulties in governing overseas platforms. This has motivated the author to reconstruct prevention mechanisms from the perspective of "digital governance." This study aims to explore how to improve the effectiveness of preventing digital gender-based violence through the transformation of digital governance. This study employs literature review and reflection on practical experience. The literature review section examines international conventions (such as CEDAW Recommendations 19 and 35), Taiwan′s "Four Laws Joint Defense" amendment, and relevant special laws in Japan and South Korea. Simultaneously, drawing on the researcher′s background as a supervisor and administrator at the Taoyuan City Government Domestic Violence Center, qualitative observation and analysis of practical difficulties are used to conduct an in-depth exploration of the current reporting and control process. The research findings reveal the necessity of digitizing legal procedures: the current methods of administrative penalty delivery (such as email delivery) remain controversial in terms of legal validity and enforcement, making it difficult for local governments to impose fines on overseas operators. Decentralized Governance Model: The study found that empowering legal entities with specialized technologies (such as sex image processing centers) to directly implement preliminary measures (removal restrictions), rather than relaying them to local governments, would allow for control of the "golden time" for image removal. Limitations and Breakthroughs of Technological Governance: Traditional "HASH" fingerprint detection systems are easily circumvented by altered images; more advanced "DNA" genetic detection technologies are needed to enhance patrol and identification capabilities. Administrative Barriers to Cross-Border Governance: Semi-official agencies often face challenges due to a lack of clear legal status when requesting overseas businesses to remove content; an officially authorized cross-border counterpart mechanism needs to be established. The study concludes that the government should promote "digital-first" legal reforms, establish an integrated information system across ministries and centralizing processes to reduce administrative waste. Simultaneously, it should promote "decentralized administration," elevate the administrative status of public-private partnership units, and invest resources in the research and development of AI-powered patrol and DNA detection technologies. Furthermore, regarding overseas platforms, a strengthened international cooperation legal framework should be established, granting clear authority to prevention agencies to effectively curb the spread of digital sexual images at their source.
