;This study examines the policy implications of integrating Artificial Intelligence (AI) technologies into Hakka digital archives and proposes a governance pathway centered on cultural inheritance and sustainability. Previous digital archiving policies have largely emphasized technological development and data construction while overlooking the practical needs of the public, thereby limiting their effectiveness in promoting meaningful cultural transmission.
The findings reveal that current policies are trapped in an institutional vicious cycle characterized by conservative authorization practices, fragmented project-based implementation, insufficient public participation, and discontinuities in cultural engagement. Administrative risk aversion has contributed to the formation of data silos, while project-oriented governance has led to a displacement of interpretive authority. As a result, cultural assets face the risk of becoming disconnected from living cultural meanings, weakening public motivation to engage with and identify with Hakka culture.
Drawing upon in-depth interviews and SWOT policy analysis, this study proposes a “Circular Governance Model” that positions AI as a digital intermediary for governance innovation. The model advocates four strategic transformations: (1) establishing a tiered open licensing framework; (2) shifting from short-term digitization projects toward a permanent governance approach focused on digital stewardship and utilization; (3) institutionalizing participatory interpretation through a “society-in-the-loop” mechanism; and (4) adopting public experiential authenticity as a key indicator for policy evaluation.
The study concludes that the integration of AI into Hakka digital archives demonstrates a high degree of conditional feasibility. The critical challenge lies not in technological maturity but in whether governance systems can effectively address cultural risks and sustain long-term operational responsibilities. By reconstructing the perspective of circular governance, this research provides an empirical policy reference for advancing the digital transformation and sustainable inheritance of Hakka culture..
