;This study examines the redevelopment of Zhongzhen Market in Pingzhen District, Taoyuan City, to explore the relationships among spatial restructuring, institutional intervention, citizen participation, and public value creation during the transitional redevelopment of a traditional market in a Hakka community. Zhongzhen Market serves not only as a place of commercial exchange but also as a setting for local everyday life and diverse food cultures. Adopting a qualitative approach, this study uses document analysis, field observation, and semi-structured interviews to understand the experiences of different market actors regarding market use, business operations, and participation. The findings indicate that the city government adopted a “build first, demolish later” approach by establishing a temporary market, relocating some vendors, and improving surrounding roads. These measures gradually brought previously dispersed market activities into clearer spatial and administrative arrangements. However, the temporary market did not replace the existing commercial activities in the surrounding area. The temporary market and its surroundings continue to form an interconnected sphere of everyday market life. Vendors faced different adjustments depending on their original locations, business practices, and whether they obtained stalls in the temporary market. The available evidence confirms inclusion, operational adjustments, and restrictions on the use of space, but remains insufficient to conclude that exclusion has occurred. Although channels for information sharing, discussion, and opinion expression were available during redevelopment, levels of participation varied among market actors, and a gap remained between raising concerns and understanding how they were subsequently handled. This study argues that the public value of Zhongzhen Market lies not only in improving safety, sanitation, traffic conditions, and market management, but also in maintaining convenient access for residents, the continuity of vendor operations, regular-customer relationships, diverse food cultures, and connections between the market and its surrounding community. Public value is gradually created through redevelopment, actual use, citizen participation, and continuing adjustment. Policy recommendations include establishing sustained communication and response mechanisms, preserving appropriate operational flexibility under common rules, strengthening connections between activities inside and outside the market, and assessing the potential development of Zhongzhen Market as a hub for spice aggregation and distribution.
