;Declining birth rates have become a long-term and irreversible demographic trend in Taiwan. As the birth rate continues to decrease and the school-age population gradually declines, the cram school industry, which heavily relies on student enrollment, has also been significantly affected. In the past, the cram school industry mainly relied on market expansion and growing student numbers as its driving forces for development. However, in recent years, the industry has gradually faced various challenges, including difficulties in student recruitment, intensified market competition, rising operational costs, and market redistribution, leading to substantial changes in business models and competitive structures. Therefore, this study takes the declining birth rate phenomenon as the research background to explore its impact on Taiwan’s cram school industry and further analyze the changes in market structure, firms’ competitive behaviors, and overall industrial performance under the influence of declining birth rates, in order to understand the industry’s development trends and future directions.
This study adopts the secondary data analysis method by collecting government statistical data from agencies such as the Ministry of Education and the Ministry of the Interior, as well as related academic literature, research reports, and publicly available industrial information as the basis for analysis. In addition, the Structure–Conduct–Performance (SCP) framework is employed as the primary analytical approach. The research focuses on the market size and structural changes of the cram school industry, entry barriers and market concentration, firms’ operational behaviors in areas such as student recruitment, pricing strategies, curriculum design, and service quality, as well as changes in overall industrial performance and competitiveness under the context of declining birth rates. Through this framework, the study systematically examines the development status and operational characteristics of Taiwan’s cram school industry.
The findings indicate that declining birth rates have significantly altered the market environment and competitive patterns of Taiwan’s cram school industry. As market demand continues to shrink, the cram school market has gradually transformed from a growth-oriented market into a highly competitive mature market, resulting in increasing competitive pressure within the industry. Large chain cram school institutions have gained advantages through branding, resource integration, and economies of scale, leading to increasingly evident trends of market concentration and brand orientation. In contrast, small and medium-sized cram schools face greater challenges in student recruitment and operational management. To maintain competitiveness, most firms have actively adopted differentiation strategies, including refined teaching methods, small-class instruction, digital learning models, diversified course development, and service quality enhancement, in order to improve student and parent satisfaction and loyalty.
Based on the SCP analytical framework, this study finds that the cram school industry demonstrates a market structure characterized by dispersion with gradual concentration, while relatively low entry barriers contribute to intense market competition. In terms of firm conduct, operators generally compete through pricing strategies, brand marketing, differentiated curriculum design, and improvements in service quality to attract students. Regarding industrial performance, although overall market demand has been compressed by declining birth rates, firms with strong brand advantages and efficient management capabilities are still able to maintain a certain level of profitability and competitiveness. Furthermore, this study conducts a comprehensive analysis from five SCP-related dimensions, including supply factors, demand factors, government policies, industrial structure, and competitive behavior. The results show that declining birth rates have not only changed the demand foundation of the cram school industry but have also driven the industry toward branding, specialization, and diversification. Based on these findings, this study suggests that cram school operators should strengthen brand management, improve teaching quality, develop diversified curricula and digital teaching models, and appropriately adjust operational scale in order to enhance long-term competitiveness and sustainable development.
