;The global political and economic environment and the international trade landscape have experienced unprecedented and severe volatility. With escalating geopolitical conflicts and rapid shifts in the macroeconomic environment, the globalized supply chain operating model—which heavily relied on pursuing ultimate production efficiency and the lowest manufacturing costs over the past few decades—is confronting immense challenges and structural reshaping. To mitigate the operational risks brought by the over-concentration of single production bases, major global brands have increasingly required their supply chain partners to diversify and restructure their production capacities. Amid this trend of massive industrial migration, the Taiwanese Electronic Manufacturing Services (EMS) industry, serving as an indispensable and critical hub in the global technology supply chain, bears the brunt of the strategic shift in overseas production focus. Among the alternatives, Southeast Asia, particularly Vietnam, equipped with latecomer advantages, has emerged as the top choice for multinational enterprises (MNEs) to build next-generation overseas backup bases and supply chain deployments.
However, the transfer of production capacity and the establishment of new sites by MNEs are by no means merely simple capital expenditures or the physical relocation of hardware equipment. Practical observations indicate that the standardized OEM advantages and successful routines accumulated through long-term cultivation in specific regions often face severe maladaptation when confronting highly uncertain foreign environments. When enterprises transition from familiar operating environments to new regions full of unknown challenges, their old management thinking, organizational structures, and resource allocation logic can rarely be directly applied. Further exploration of the corporate culture level reveals that traditional high-pressure management is no longer suitable for the localized governance of modern multinational organizations.
This study aims to explore the coping strategies of MNEs facing severe fluctuations in the external environment. Extending the research path from the micro-individual level to the macro-organizational level, this study examines how enterprises transform tremendous external pressures into key drivers that propel internal decision-making and transformation, thereby building the core of organizational dynamic capabilities. This study focuses on the dynamic evolutionary process of MNEs, from sensing external information and making strategic deployments to ultimately achieving successful transformation. Top managers from several Taiwanese listed electronics manufacturing-related enterprises, who possess profound experience in establishing plants in China and have successfully achieved mass production in Vietnam, were selected as interview subjects. By exploring the strategic thinking logic at the core decision-making level, this study conducts an in-depth analysis of the severe challenges faced during the decision-making and execution processes, as well as how these enterprises adapt to local cultures and optimize organizational mechanisms to overcome various cross-border operational dilemmas.
Overall, this study delineates the complete trajectory of enterprises transitioning from passively enduring environmental shocks to proactively reshaping their competitive advantages. The research focuses on dissecting how enterprises utilize acute sensing capabilities to capture market opportunities and avoid risks; how they demonstrate a high degree of organizational agility to seize and allocate cross-border resources effectively; and ultimately, how they achieve substantial strategic transformation and reconfiguration through deep organizational renewal and cultural integration. Through this investigation, practical guidelines and strategic insights are obtained from top-notch managers. Drawn on the findings, managerial implications and recommendations for future research are thus discussed.
