;Businesspeople who enter public office often claim that private-sector experience improves their ability to manage organizations, solve problems, and create public value. This study examined whether the business backgrounds of Taipei City councilors were associated with their proposal priorities. It used an original, hand-coded dataset covering 61 councilors and 628 first-proposed bills from the 14th term of the Taipei City Council. Councilors were classified under strict and broad definitions of business background, and proposals were coded as basic-service (A), value-added (B), redistributive (C), council-regulation (D), or mayoral-interpellation (E) proposals. The empirical analysis combined group-level proportion tests, OLS models of councilor- level proposal shares, and Poisson models of proposal counts with total proposals included as an offset. The descriptive tests indicated that business-background councilors submitted a higher share of value-added proposals and a lower share of redistributive proposals. After observable councilor characteristics were controlled, the OLS estimates were not statistically significant; however, the Poisson models showed a positive and statistically significant association between business background and the rate of value-added proposals under both business-background definitions. Because the study covered one city and one council term and relied on judgment-based coding, the findings were interpreted as exploratory associations rather than causal effects.
