;This study investigates how Taiwan’s regulatory enforcement on Volatile Organic Compounds (VOCs) reshapes the operational performance and structural configuration of manufacturing enterprises. Conceptualizing the landmark 2018 amendments to the Air Pollution Control Act as a quasi-natural experiment, we utilize a high-dimensional panel dataset from the Taiwan Economic Journal (TEJ) database, spanning 2008 to 2022 and comprising 40 listed firms with 530 firm-year observations. We construct a rigorous Two-way Fixed Effects Difference-in-Differences (DID) model to identify the net causal effect of environmental governance on corporate profitability (roa, roe) and operational efficiency (opm). The empirical results indicate that the coefficients of the DID interaction term across all primary indicators are positive but statistically insignificant, robustly demonstrating "Regulatory Neutrality" and reflecting the strong operational resilience of listed firms. However, cross-sectional heterogeneity analysis reveals a severe capital asymmetry: in the large-scale enterprise sub-sample, the DID term exerts a significantly positive effect (+4.6533; p = 0.010) on the operating profit margin (opm). This core finding exclusively supports the "Strong Porter Hypothesis," suggesting that stringent environmental enforcement triggers a structural market reshuffle, forcing non-compliant marginal factories to exit while allocating market share reconfigurations and "order-reallocation dividends" to compliant industry leaders. This study contributes to the literature by providing robust micro-firm evidence for targeted green transition policies.
