;High Frequency (HF) communication systems exploit ionospheric reflection to achieve beyond-line-of-sight transmission and continue to serve as an indispensable means of military communication. The United States military and NATO have jointly established the 3rd Generation Automatic Link Establishment (3G ALE) standard, which specifies multiple burst waveforms to satisfy diverse communication requirements. This thesis presents the complete waveform design for both the high-rate and low-rate transmission waveforms of the 3G ALE system, implemented in C and verified through Bit Error Rate (BER) simulation under an Additive White Gaussian Noise (AWGN) channel. Simulation results demonstrate that both waveforms achieve significant BER improvement as the number of Automatic Repeat reQuest (ARQ) iterations increases. The Low-rate waveform provides stronger noise immunity under adverse channel conditions, making it suitable for high-frequency communication links with poor channel quality. The high-rate waveform exhibits higher spectral efficiency under favorable channel conditions and offers additional protection against burst errors through its block interleaver. These findings provide a theoretical foundation for future work on fading channel simulation and hardware realization.
