;This study investigates the relationship between the frequency of occupational safety and health (OSH) training and workplace injury occurrence, using employees from an electronics manufacturing plant in northern Taiwan as the research sample. Under Taiwan’s current Regulations for Occupational Safety and Health Education and Training, general employees are required to complete only three hours of safety training within a three-year period. In practice, this requirement is often fulfilled through a one-time, concentrated training session. However, whether such a low-frequency training model is sufficient to sustain workers’ safety awareness and safe behaviors over time remains insufficiently supported by empirical evidence. In contrast, many industrialized countries have adopted annual or high-frequency refresher training systems, suggesting that training frequency may play a critical role in injury prevention effectiveness.
To address this issue, this study compares two OSH training systems with identical total training hours but different training cycles: a triennial, concentrated training model implemented between 2020 and 2022, and an annual, distributed training model implemented between 2023 and 2025. The research integrates quantitative questionnaire data and objective workplace injury records, including 106 valid employee questionnaires and three years of occupational injury data. The Disabling Injury Frequency Rate (DIFR) is adopted as the primary objective indicator to evaluate the impact of training frequency on safety cognition, safety behavior, and occupational injury outcomes.
Data analysis was conducted using reliability analysis, descriptive statistics, and independent-samples t-tests. Based on the safety performance model proposed by Neal and Griffin (2006), this study establishes a causal framework linking training frequency, safety cognition, safety behavior, and occupational injury rates. The results indicate that after increasing training frequency, the DIFR decreased significantly from 3.18 to 1.44, demonstrating a substantial improvement in workplace safety performance. Furthermore, no statistically significant differences were found between high-risk and low-risk workers in terms of safety cognition and safety behavior, suggesting that standardized training programs can produce consistent learning outcomes across different levels of risk exposure.
Overall, the findings confirm that training frequency plays a more critical role than total training hours alone in sustaining safety cognition, reinforcing safe behaviors, and reducing occupational injury rates. This study fills an important empirical gap in domestic research on OSH training frequency and provides practical evidence for enterprises seeking to optimize their safety training systems. In addition, the results offer policy implications for regulatory authorities, suggesting that future revisions of OSH training regulations should emphasize not only minimum training hours but also training frequency and continuity to enhance long-term injury prevention effectiveness.
