;This study utilized two types of waste, electroplating sludge and waste polyethylene terephthalate (PET) bottles as precursors to synthesize multi-metal organic frameworks (MOFs) for application in electrochemical hydrogen production via water electrolysis. First, acid extraction was employed to recover metals from the electroplating sludge, operating under conditions of 1~5 M hydrochloric acid (HCl), a liquid-to-solid (L/S) ratio of 5:1~9:1, and a 20 minute extraction time. Subsequently, neutral hydrolysis was applied to depolymerize the waste PET bottles into terephthalic acid (TPA) as the organic ligand source, reacting at 200°C for 6~10 hours with an L/S ratio of 10~20. Both pretreatment processes were systematically optimized using Response Surface Methodology (RSM) and Central Composite Design (CCD). The recovered metal ions and organic ligands were then utilized to synthesize the multi metal MOFs via a hydrothermal method. Under the optimal acid extraction conditions (L/S ratio of 10.5 mL/g and 4.9 M HCl), the recovery rates of chromium (Cr), nickel (Ni), and iron (Fe) reached 96%, 100%, and 88%, respectively. Furthermore, the residual sludge passed the Toxicity Characteristic Leaching Procedure (TCLP) test, with all heavy metal leaching concentrations falling below the detection limits, successfully meeting the regulatory standards for general industrial waste. For the neutral hydrolysis, the optimal conditions (reaction time of 10.4 hours and L/S ratio of 5) yielded recovered terephthalic acid (r TPA) with a purity of 94% and a yield of 93%. The chemical structure, crystal morphology, and thermal stability of the resulting r-TPA were highly comparable to those of commercial reagents. Characterization of the synthesized waste-derived MOFs (CrNiFe-BDC) revealed a heterostructure comprising coexisting fusiform crystals and nanosheets. The material iii exhibited a high specific surface area of 363.34 m²/g and an average pore diameter of 1.36 nm. X-ray diffraction (XRD) and X-ray photoelectron spectroscopy (XPS) analyses confirmed that it possesses a MIL-88B-like framework. In a 1.0 M KOH alkaline electrolyte, the material demonstrated excellent oxygen evolution reaction (OER) activity, requiring an overpotential of only 299 mV to attain a current density of 10 mA cm⁻². The low Tafel slope of 46.9 mV dec⁻¹ and a remarkably low charge transfer resistance (Rct) of 0.9 Ω indicated superior reaction kinetics and charge transfer capability. The Faradaic efficiency of the system ranged between 98.5% and 99.8%. Moreover, after an accelerated aging test of 1,000 cyclic voltammetry (CV) cycles and a 72 hour chronoamperometry stability test, the material maintained over 97.5% of its initial catalytic activity. These results comprehensively demonstrate that the multi-metal MOFs derived from waste materials hold significant potential as low-cost, highly stable, and efficient OER electrocatalysts.
