本論文旨在藉由計量分析角度評估創新育成中心，對於其進駐廠商的績效表現是否有實質上的幫助，進一步檢視經濟部中小企業處，施行此項產業政策的效果。以問卷方式及各家育成中心所提供的相關資料為資料來源，最後採用一百一十七家自學術型育成中心畢業的企業作為研究樣本，使用半對數(Semi-Log)函數轉換迴歸為本次研究模型，並運用最小平方法進行估計。實證結果顯示，創新育成中心確實有助於進駐廠商的績效表現，多增加額外一年育成輔導時間，能使進駐廠商的平均年營業額多增加111.24%，但隨著育成輔導時間不斷增加，育成中心所提供的輔導效果卻會逐年呈現遞減狀態。除此之外，育成中心並沒有對某一特定產業的進駐廠商，產生重大的績效影響力。本次研究也發現，育成中心所提供的培育空間大小，對於廠商的績效表現有正向的幫助。另外，不同企業經營經驗的進駐廠商在育成中心的輔導下，其績效表現存有差異性現象。透過實證研究也發現，設置於國立大學內的學術型育成中心，對於廠商而言其績效表現優於設置於私立大學內的創新育成中心。 The focus of this thesis is to analyze the relationship between business incubators and their tenant clients by the econometrics. This thesis also provides some suggestions about the industrial policy by examining the effectiveness of business incubation programs. The research data were adopted 117 tenant clients that came from the academic incubators in Taiwan and applied Semi-Log regression model to be the main studying model. The empirical results show that the tenant’s performance had a significant relationship with business incubator’s service. When the incubating year increased by one, the tenant’s sales per year would increase by approximately 111.24%. However, when the incubating year increased more and more, there was an interesting phenomenon that the incubating effects of the tenants were gradually decreased with the time. According to the empirical result, the business incubators did not have any significant influence on specific industries, and this study found the incubating space had positive influence on the tenant’s performance. On the other hand, there was a different performance of the tenants between high operating experiences and low operating experiences. To the end, this study also found academic incubators set up in the national universities had better performance than setting up in the private universities.
