    Title: 加速台灣海關的通關便捷化-提升行動化服務的解決方案;Accelerating Custom Clearance in Taiwan - A Solution by Enhancing Mobile Services

    Abstract: 經貿的便捷與安全是國際經貿的發展趨勢,在力求貨物通關快速、便捷,以提升國家競爭力同時,如何兼顧嚴密查緝非法,打擊走私,及促進合法貿易,以維護國家社會安全,是現代海關重要的課題。此外,在行動通訊技術的突破與行動裝置連線能力的興起,使行動化的應用越來越受到企業的重視,用以滿足工作上具有高度移動、即時訊息需求、連線作業等特性的行動工作者,進而提昇工作績效、客戶滿意度與企業競爭力。 近年來,本研究所探討的機關亦積極導入行動化應用,試圖以行動化的應用,提升海關關員的貨物查緝能力與效率,但該「行動化服務平台」的使用績效不如預期的理想。本研究提出「擴大應用服務方案」,在既有的平台基礎下,使用對象專注於具高度行動化需求的貨物查緝人員,並規劃增加應用範圍與增加行動裝置數量,以提高平台使用率,並從需求、成本效益、法律、技術、組織等五個客觀的構面進行可行性分析。 研究證明本解決方案具有提升平台使用績效的成功條件,在作業需求的行動化服務上較現行應用完整,可滿足關員現場貨物查緝作業上需求、在成本效益上,內部及外部效益皆十分顯著、法規上符合現行的作業規範、技術上使用成熟技術,透過統一的整合介面,降低開發時間與成本、並在相關配套措施與條件支持下,有較低的組織抗拒問題。本研究結果可供主管機關參考,以突破目前「行動化服務平台」營運困境,亦可協助通關全面無紙化、提升貨物查緝效率、縮短通關時間,達到通關便捷與通關安全的目標,提升國家經貿競爭力。 Convenient and expedite delivery of goods is the key to international trading. While most countries dedicate lots of time and efforts to improve the process of customs clearance to increase their national competitiveness; security, however, is equally important, such as cracking down smuggling and safeguard national security from illegal activities. The breakthroughs in mobile technology and highly mobile device-connectivity have triggered enterprises to adopt innovative mobile solutions to satisfy the needs of instant information transfer and remote connectivity to improve work efficiency, customer satisfaction and enterprise competitiveness. Recently, the government agency under study has been actively deploying M-Service (mobile services) to improve the efficiency of goods examination. However, results has been unsatisfactory. In this study, we propose an “Extensive Application and Service Solution (EASS)” based on the current M-Service platform, to support customs officers with high mobility demands. With the addition of mobile equipment and improved applications, it is believed that the usability of the M-service can be enhanced. A feasibility analysis covering the demand, cost efficiency, legal, technical and organizational issues was conducted. The analysis shows that by applying “EASS” on the current M-Service platform, the utilization rate can be vastly increased and the operations performed by customs officers can be more effectively supported by the mobile services that integrate their requirements in to the applications. This can satisfy the daily job requirements of the officers that the system previously could not support. In terms of budget, the analysis shows an amazing result in cost saving by applying “EASS”. This is achieved by adopting a common standard operation procedure, integrated platform, more sophisticated and mature technology coupled with inherent incentives and managerial actions to reduce organization resistance. If successfully implemented, the proposed “EASS” may become a reference site for the Taiwanese government in promoting mobile services. It may also facilitate paperless transition, increase the efficiency of goods examination, and reduce the custom processing time. Finally, the proposed “EASS” helps to achieve the goal of “convenient and yet secure” custom clearance and helps to improve Taiwan’s competitiveness in international trade.
