| 摘要: | 高品質的公路服務，除可減少延滯、增加行車舒適性，降低運輸成本，減緩能源消耗與環境污染外，更是一個國家進步的表徵。過去由於全島公路網規模與完整性遠低於經濟成長的需求，因此政府全力投入公路實體建設，無暇兼顧能夠發揮整體效益的軟性養護管理措施，以致多年來公路主管機關均沿襲著傳統的管理制度與方法，透過許多繁複的作業規定，以及數量龐大的表單、紀錄，來追蹤考核各單位的養護作業績效，不惟缺乏效率，也難以具體呈現實際的努力成果。由於各項重大公路建設陸續完工之後，台灣地區各級公路網已近完整，未來以增加供給來因應日益龐大交通需求的政策空間有限，公路行政重心將由新建轉為管理，利用先進之資訊科技，加強設施之維護及使用，俾充分發揮設施功能，提供便捷、安全與可靠的服務。因此研究整合公路養護管理績效監測技術，將有助於健全整體管理架構，快速提昇公路主管機關的效能。 The high-quality highway is served, except that prolong reducibly stagnatly , increase the comfortableness of driving a vehicle, reduce and transport the cost, slow down the energy and consume with environmental pollution outside , is sought by a country's progressive form even more.
