摘要: | 面對未來世界經濟全球化的趨勢,組織企業內外必須因應外在環境改變及市場競爭等因素,而重新思考新的策略;組織為求核心事業發展,應用ICT提昇組織競爭力,並將非核心業務的資訊業務委外,但又必須考量到資訊業務委外的風險,及資訊系統委外商的專案執行能力等問題。 本研究針對此重要議題,將探討資訊委外的定義及範圍,以及專案管理的定義與過程,並更進一步就影響專案績效之因素,從各種不同構面及角度,分別進行分析工作;以期能夠在複雜的資訊委外專案中,可以理出影響專案績效之因素。 由於如何運用專案管理技巧在資訊系統委外作業上,具體實現與否,有賴於對資訊系統委外專案的實際工作了解,因此本研究基於此一體認,以多重個案研究分析的方向,來探討專案管理在資訊委外作業上,會影響到專案績效之因素的部份為何? 本研究結果發現,在個案的專案當中,資訊委外專案測試驗證的實施技巧,及參與專案成員的資歷,對於專案能否得到較好的專案績效,具有較大的影響力。特別是專案管理者的挑選及專案管理者的溝通能力,對於專案能否順利結案,更具有關鍵性的影響。 最後本研究建議正在採行資訊委外或準備採行資訊委外的組織企業,重用具業務內隱知識的資深人才,並給予表現良好的專案成員適當的激勵,再加上來自於高層全力的支持,對於提昇資訊委外專案的績效,將具有更為正面的效用。In the future trend of economic globalization, enterprises inside and outside the organization must respond to changing external environment and market competition factors, and develop a new strategy; organizations to seek the core of career development, application of ICT to enhance organizational competitiveness, and non-core business, IT outsourcing, but must consider the risk to IT outsourcing, and information systems project implementation capacity appointed foreign issues. This study focuses on this important issue, will explore the definition and scope of IT outsourcing, and project management and process definition, and further the factors affecting project performance, from a variety of different dimensions and angles, respectively analysis; with a view to IT outsourcing projects in the complex, you can sort out the factors affecting project performance. As the use of project management skills in the information systems outsourcing, the concrete realization or not, depends on practical understanding of the information systems outsourcing project, this research identified based on this one, to the direction of multiple case study analysis to explore Project Management in IT outsourcing, what’s will affect the project performance of some of the factors? The study found that in the case of projects which, testing and validation of information outsourcing project implementation skills, and qualifications of members involved in the project, the project can be a good project performance, with great influence. In particular, the selection of project managers and project managers ability to communicate, to smooth the project closed, more crucial. The findings suggest that IT outsourcing is being adopted or intend to adopt the organization of IT outsourcing companies, heavy equipment operations implicit knowledge of experienced personnel, and to give good performance of the ad hoc members of the appropriate encountered this band, plus high-level effort from the support, IT outsourcing projects for enhancing the performance, will have more positive effects. |
