    摘要: 本文欲從台灣黨外雜誌出發,從黨外雜誌的言論主張,及其所引起的事件,來看黨外雜誌對當時黨外民主運動發生的作用。1979至1986年間的黨外雜誌眾多,本文以《八十年代》系列作為溫和派、議會路線代表,並以《美麗島》、《蓬萊島》系列作為激進派、群眾運動路線代表,分別從兩者的:1、成員及雜誌風格,2、內容的文稿取向及注重的議題,3、對重大議題之論述(以「運動路線」及「組黨」兩項討論為例),4、面對的主要打壓事件及反應方式,5、影響層面等五個方面來分析兩大路線的異同。 經分析後發現,兩大路線的黨外雜誌有相異處也有相同處,相異處包括:溫和派以主張體制內議會制衡為主,受到較大的黨外內部壓力,對黨外運動的作用主要是對內的;激進派希望發揮群眾運動力量,受到較大來自執政當局的壓力,對黨外運動的作用主要是對外的。相同處為:強調台灣意識、選舉掛帥現象、以雜誌作為黨外的言論中心舞台等。以「美麗島事件」為分水嶺,事件之前稱為「前美麗島時期」;之後,稱之為「後美麗島時期」。這兩個時期的最大差異之一,即是前者以領導者與支持者的集會活動為主;後者以領導者的議會制衡與黨工幹部辦雜誌,爭取言論自由為主。另外,本文也將一併討論黨外雜誌對民主運動發生的正面及負面作用,及黨外雜誌從高峰走向沒落的過程及原因。 台灣黨外雜誌與1980年代的黨外運動緊密相連,不論是黨外雜誌間不斷探討自身運動路線,使黨外運動的發展隨時間演化而進步;或是藉由媒體的力量,將黨外的主張傳播給一般民眾,逐步激起民眾的台灣意識,甚至民主政治、人權關懷概念;或是藉由與當局者對抗的過程,一來一往之間,逐漸促使言論自由開放,國民黨自身甚至感受這種壓力而有所改變等。從這三大點看來,台灣黨外雜誌對民主的落實具有關鍵性的作用。 由於黨外人士不斷透過雜誌與議會的發言,乃至於發動街頭群眾運動衝擊固有的黨國體制,迫使國民黨政府推動一連串的改革,終於讓台灣的政治體制產生變化。而以黨外雜誌各據一方的黨外人士,為了找到另一片發展的新天地,使從原先的分裂轉為合作,開始進行反對黨的籌設,因而有1986年民主進步黨的成立。 We want to study the impact of the Tang-Wai movements were influenced by Tang-Wai magazines according to the principles of Tang-Wai magazine and the events were arose. There are many Tang-Wai magazines from 1979 to 1986. The Eighties magazines are moderate. It takes a conferral way. On the contrary, the Formosa and The Neo- Formosa serial magazines are radical. These take the mass movement. We will focus on five aspects to compare the differences between two styles of magazines: 1. The members and style of the magazine. 2. The contents and topics of the magazine. 3. Describing the issues about movements and organizing the party. 4. The main events are held down and how they face it. 5. The scope is influenced by the magazines. After analyzing, the two styles of Tang-Wai magazines not only have something the same but also have differences. The moderate claims that the parliament is counterbalance. It has the more inner stress and the Tang-Wai movement makes a impact on themselves. The radicals want to encourage the power of the mass movement and they sustain the more stress on the government. The impact of Tang-Wai movement is external. ALL of above are differences between two styles of magazine and the following are the same. Both of them emphasize the consciousness of Taiwan, vote, and the magazines are the platform of speech for Tang-Wai. Formosa Incident is the divide. Before the Formosa Incident, we call the forward period of Formosa Incident and after it is the afterward period of Formosa Incident. The main activities of former are leader’s and supporter’s assembly. The latter are leader’s counterbalance parliamentary and cadre members of party publish magazines and strive for freedom of speech. In addition, we discuss the positive and negative impact of the Tang-Wai magazine influences Tang-Wai movement and also talk over the process and reason the Tang-Wai magazine fall into decay. The Tang-Wai magazines and Tang-Wai movements in 1980 are closely related. The Tang-Wai magazines review themselves constantly to make the Tang-Wai movements progress with time. By the strength of media, they disseminate the views of Tang-Wai to multitude. Gradually, people have the consciousness of Taiwan, the concept of democratic politics, and human rights care. By the process of opposing to government back and forth, this makes the freedom of speech open to public access. The Kuomintang, moreover, is changed by the stress. To base on these three views, the Tang-Wai magazines have critical influence on carrying out the democracy in Taiwan. The Tang-Wai personages take place the street mass movements to attack the inherent system of the political party in power by declaring constantly through the parliament and magazines. The Kuomintang is enforced on getting serial innovation moving and the Taiwan’s political system has something changes finally. In order to find a new road out, the Tang-Wai personages who have their own regions begin to cooperate instead of individual and to proceed to scheme out an opposition party. So the Democratic Progressive Party is set up in 1986.
