    摘要: 進入21世紀以來,人類的經濟活動充滿不確定因素,但市場的競爭法則並未改變。面對高度競爭的市場環境,企業唯有不斷尋求改善與突破,通過高品質、高效率與低成本等經營特質領先市場,滿足顧客需求,才能適應生存(競爭環境)、永續發展。隨著國際化、自由化的經濟競爭壓力提高,製造業的成長不斷面臨考驗,為使製造業能持續成長,並把營運價值再提升,必須先將製造業內部做好監控,而生產是製造業內部最重要的活動,若能藉由生產績效來管理生產的過程,將各部門之工作及生產製造的成效進行衡量和分析,建立分析和生產之間關鍵的關聯,可以幫助管理者釐清近期生產績效的潛在影響因素,使管理者快速制訂實行的決策(可行的策略),增進應變能力,以便提出改善工作,使生產流程優化、標準化及提高生產能力。  本研究採用全面生產績效管理體系為製造業的管理平臺,並依據快速消費品業的事業特性、管理方法,建構一奧林匹克管理系統(Management By Olympic System,以下簡稱MBOS) ,利用某跨國性傳統產業─漿紙業為研究對象,可以說是以另一種角度來研究變革與人力資源的關連性。自某漿紙業集團公司於1997年揭櫫MBOS以來,已經歷經該漿紙業集團所屬的十多個大企業以其親身經歷的改革成果來證明MBOS為卓越有效的改革手法、是一個讓企業獲利最大化的強力手段。它不但強調解決問題的手法與技巧、也同時講究項目選擇的合宜性與財務效益的極大化,對於累積企業智慧,也有立竿見影之效果;尤其它強調改善後的控制,使改善的成果能夠持之以恆地落實在企業的日常行為中,切實有效地做好變革管理,使企業能夠有效率地擺脫舊問題的羈絆,儘早全心全力面對新的挑戰。再運用V-Team的各項功能提供管理者利用生產績效來提升各部門的崗位KPI系統管理,積極改善各部門的工作績效,幫助管理者與員工有持續、動態的溝通,讓員工明確工作任務及績效目標,並訂定部門考績的衡量方法,從而實現公司的目標並使員工獲得成長,創造更好的經營管理及強化企業體質的競爭力。本論文以某快速消費品G公司為個案研究對象,收集2008年至2011年之間生產管理MBOS績效數據,以及包括MBOS概述、KPI系統、企業標竿(Benchmarking)、持續改善SDA (Skill Development Activity技能開發活動)和Lean Production Project(精益生產專案)、指標競賽、成果分享、MBOS組織結構、MBOS會議制度、個人績效目標、月效獎制度等生產MBOS管理體系活動之優化方案及改善行動,並以產能效率(即:產量)、生產成本、操作效率及製成率等四項指標,加以分析及比較2008年至2011年之間生產管理工作績效,結果四項指標皆是証明某快速消費品G公司的生產績效管理體系已獲大幅改善,並達成與印尼母公司相同,甚至部份更優良的生產績效管理績效。最後參考某快速消費品公司的生產績效管理體系優化經驗,以及相關文獻研討資料,歸納出在大陸地區欲建立優良生產績效管理體系,應具備的生產績效管理要素之建議事項。Since the beginning of the 21st century, there are entire uncertain factories at the hu-man economic activities, however the competition rules of the market still remains the same. Through high-quality, high efficiency, low cost and so on of management advantage leading market is the only way for enterprises to fulfill customer needs, adapting to competition environment and sustainable development.The manufacturing industry continually faces challenges to grow, with the intense pressure of economy and competition upon globalization and liberalization, the inter-nal monitoring is the first priority for manufacturing, also the major internal activity of manufacturing that is production, in order to sustain enhancement and upgrade the operational value.Each department implements working and manufacturing performance evaluation and analysis if managed through the production performance of the process of production which would be able to create a major connection between analysis and production. Basically, it would facilitate managers to clarify the potential effective factors on the recent production performance, creating feasible strategy for managers, enhancing reactive ability, so that to address improvement tasks for production procedure opti-mization, standardization and production capability increase. The research adopts a total production performance management system for the plat-form of manufacturing management based on the characteristics of the fast moving consumer goods industry and management methods, to construct an Olympic Man-agement System (Management By Olympic System, as MBOS), the research object is a multinational enterprise at pulp and paper industry in traditional industries, in other words , using another perspective to study the relationship between the change and human resources. Since 1997 the enterprises launches the MBOS, there are tens of its business units experienced the results of the reform, which can prove that MBOS is excellent and effective reform practices, it also an powerful means to maximize prof-its for enterprises. It not only emphasizes the problem-solving manners and skills but also focuses on appropriate project selection and financial profit maximization, for business intel-lectual accumulation, it shows significant results, especially, emphasizing on the improved control, so that improved results can be solid to practice at the daily behav-ior of the enterprise, the change management has efficiently to be executed, thus en-terprises can efficiently get rid of the fetters of the old problems as soon as possible wholeheartedly to face new challenges.By applying each function of V-Team provides manager to use production perform-ance, upgrading each position KPI system, actively improving working performance on each department facilitating both managers and employees would able to have continual and dynamic communication, letting staff understand its tasks and per-formance target as well as measurement methods, further achieve company target and obtain staff growth, create better competitive capability of business management and strengthen enterprise constitution.This thesis applies the case study of a FMCG enterprise, its production management MBOS performance data is collected from 2008 to 2011, including the overview of MBOS, KPI system, enterprise benchmarking, continuing improvement (the SDA, the Lean project) index competition, cross sharing, MBOS organizational structure, MBOS meeting system, individual performance objectives, monthly efficiency prize system, etc., the activities optimization of MBOS production management system and improvement action as well as the amount of capacity efficiency(i.e:production vol-ume) and cost of goods manufacturing, operation efficiency and yield rate, etc., four indicators are to analyze and compare the performance of production management from 2008 to 2011, in terms of the performance of the performance management, the results of four indicators are proved by the case study company, the system has been significantly improved and reached a few excellent results even better than its parent company in Indonesia. Eventually, there is a crucial conclusion in which establish an excellent production performance management system in China and work out suggestions at essential ele-ments of production performance management.
