| 摘要: | 「里長選舉」是最基層選舉，大多數人也許不知道，其實「里長」在你我的生活中扮演重要角色，然而也許我們記得立法委員的名字，記得市議員的名字，卻無法記得近在咫尺的里長名字。本研究之重點係以不同學科面向探討「里長伯」這個好像我們很熟悉卻又很陌生的職務，揭開「里長伯」的神秘面紗，將「里長伯」的面貌做真實與完整的呈現。 本文研究結果包含五個部份，首先，從法律面出發，里長在現行法律下，其定位相當特殊，為一地方公職人員，也是唯一透過選舉方式產生的非公務人員與非民意代表；第二，透過消費社會學的角度，每個里都是一個部落，展現了旺盛的生命力，呈現每個里獨特的品牌部落、事件部落與節慶部落；第三，藉由政治學的視野，剖析里長選舉的投票率僅有三成，至於當選人結構方面，與其他公職人員選舉相比，年齡較長，學歷較低；第四，透過實地觀察，探討里長職務的實務面，發現里長相當用心經營自己所成長茁壯的地方，網路轉載的傳言錯誤百出，與真實情況相差甚遠；最後，藉由訪談的方式，里長伯們大致上傾向於認為不適宜將里長予以廢除或是改採里長官派的形式。 The election of village chief is the basic level election. Most of people maybe do not know that the village chief plays very important role in our life. However maybe we remember the names of the legislators﹐but we cat not recall that the names of the village chiefs. The focus of this study is based on the different disciplines oriented to explore the village chief this seems very familiar yet unfamiliar positions, and uncover the mystery of the village chief to do real and complete presentation. There are five parts in this research finding. First of all, from a legal point of departure, under existing law, village chief’s location is quite special, as a local public officials, but also the non-public servants and non-elected representatives through elections. Second, through the perspective of the sociology of consumption, each Li is a tribe, to show the vitality, showing unique tribe of brand, tribe of event and tribe of festival. Third, by a political science perspective, this research analyzes that the turnout rate of village chief is 30％, and compares with other public officers, village chief is older and lower academic qualifications. Fourth, through field observations, to explore practical perspective of village chief, found village chief quite carefully manages where he or she grow up, and rumors of Internet reproduced in full of mistakes, a far different from the real situation; Finally, by way of interviews, the village chiefs are tend to think that it is not appropriate to change from election of village chief to canceling village chief or to official appointment. |
