    Abstract: 研究期間:10104~10112;Based on the results of two previous three-dimensional (3D) digital city projects funded by the Ministry of the Interior, this project undertakes the research and development on the change detection and updating of digital city models. The objective is to develop viable techniques for detecting building changes and updating 3D building models as well as generating 3D road models with multiple levels of detail (LOD) in an urban area. In addition to technology development, this project also conducted cost and effectiveness analysis of the developed methodologies, promotion of 3D digital city systems and applications, and technology transfer. Systematic methodologies and procedures were successfully developed for building change detection and model updating using aerial photographs and LiDAR (Light Detection and Ranging) data, while the methods for the generation of multiple LOD road models were investigated based on multiple data sources, including vector maps, airborne LiDAR and mobile mapping systems. The developed methods were applied to update 3D building models in a 200 ha. urban area in the Neihu District of Taipei City and to construct multi-LOD models of five major roads (including elevated expressways). Standard Operation Procedures (SOP) of applying the developed methods for building change detection and model updating were established in conjunction with cost and effectiveness analysis for systematic applications of the methods. In addition, a 3D spatial analysis system was developed for the decision support of fire-fighting and emergency service deployment. The results of this project not only can enhanc the implementation of 3D digital city modeling, but also have a contribution to the renovation of related industries.
