    Title: 資訊系統申辦流程改善─以A機關為例;Improvements for Information Systems Application Processes – the Case of Organization A

    Abstract: 隨著先進國家推動電子化政府的政策,我國行政院研考會 (現為國發會) 自民國87年至105年分為四個階段轉型為電子化政府,無論於公共、社會及經濟服務均追求透明、即時,以改善行政效率。
    本個案探討政府機關在資訊系統紙本申請之改善流程,建置單一平台,所有申請資料儲存於資料庫,支援使用者線上申請、查詢進度、稽催通知、線上簽核及依條件產製報表等作業,也包括減少簽核階層,以改善申辦流程。此外,線上簽核亦結合自然人憑證加密技術。
    本個案可達成多重的效益,預估可節省超過新臺幣14,000,000元人力成本、新臺幣9,000,000元耗材成本及新臺幣2,500,000元交通成本,減少高階主管約93%簽核層級,縮短33% ~ 50%文件往返的時間,讓高階主管可專注於關鍵業務。本個案已進行分析與探討可行性,結果為可有效改善行政效率。;Following the leads of advanced countries, the Taiwanese government launched the project of Electronic Government. The project has gone through four stages between 1998 and 2016. The E-Government project encompasses civil, social and economic services, and pursues transparencies and timely services, to improve administrative efficiencies.
    This study examined the paper-based process of applications for information system services in a governmental agency, Organization A, and proposed a reengineered process based on a single computer service platform. Application data are stored in a database, supporting on-line applications, progress inquiries, expediting notifications, online-approval and ad hoc reporting. The proposal also includes reductions in levels required to approve the applications. In addition, online approval can be secured with the use of digital public key certificates.
    The benefits of the proposal are multi-fold. Potential savings include over 14 million in labor, 9 million in supplies and over 2.5 million in transportation, all in New Taiwan Dollars.
    In addition, a 93% reduction in reviews and approval by senior management, may translate into 33-50% reduction in elapsed application turnaround time. Moreover, senior managers may have more time to work on more production tasks. The proposal has been analyzed and shown to be feasible, and will result in improved administrative efficiencies.
