    Abstract: 臺灣經濟已進入已開發國家行列,公路網絡之便利成為現代經濟社會發展的重要基礎,評級經濟社會現代化發展的狀況,市區道路係為用路人最常使用之重要基礎建設,且由於民眾對道路品質越越發要求,因此2007 年內政部營建署推動「市區道路養護管理暨人行環境無障礙考評計畫」至今已10 餘年,並於2015年度將國際糙度指標(International Roughness Index, IRI)調查並列入評分標準,本研究主要方向來探討各直轄市之現地情況並分析現行評分規則是否有改善空間,已供中央單位與各縣(市)政策參考,本研究範圍針對2015至2018年度中六個直轄市,分別為:臺北市、新北市、桃園市、臺中市、臺南市與高雄市進行分析,共計已累積586條市區道路、18960筆IRI數據,涵蓋948車道公里的數據量,以各項統計分析與檢定了解整體數據分布情況並詳細比較歷年考評制度演進,發現考評提報六都道路平均值自2015至2018年度分別為3.99、3.25、3.09以及2.95整體表現良好並逐年改善,但極端值多數出現於路口處(含人手孔)對用路人行駛舒適性產生重大影響,而在考評中進行改善的道路中有15.3%的路段IRI介於0至3.5優良道路區間內,建議應將此資源運用於其他道路。;Along the past years, Taiwan could become a developed country. The convenience of the pavements network has become an important foundation for the modern economy and society development. It is also used to evaluate the economic and social modernization. The urban road system is the most important infrastructure. Hence, the quality requirements have grown. Therefore, in 2007, the Construction and Planning Agency Ministry of the Interior promoted the "Urban Road Maintenance Management and Pedestrian Environmental Accessibility Assessment Project" for more than 10 years. In 2015, the International Roughness Index (IRI) surveys were carried on since it was included in the evaluating objectives. The main purpose of this study is to explore the IRI current situation in each city and analyze whether those evaluations are able to bring improvements to the pavement. Central government and Counties have used IRI to evaluate the road roughness. The scope of this study covers six special municipalities in Taiwan from 2015 to 2018. The special municipalities are Taipei City, New Taipei City, Taoyuan City, Taichung City, Tainan City and Kaohsiung City. A total of 586 urban roads and 948 lane kilometers resulted in the collection of 18,960 IRI data. Statistical analysis are used to understand the distribution of overall data and to enhance a detailed comparison of the IRI in different cities over the years. The results show that the mean value of the six special municipalities, from 2015 to 2018, is 3.99, 3.25, 3.09 and 2.95 respectively. The overall performance is good and improving every year. Most of the critical values appeared at the intersections (include manhole) which cause significant impact to passenger’s comfort. 15.3% of the roads in the research are within an excellent IRI range, which is of 0 to 3.5. Hence, it is recommended to divert attention to roads with higher IRI values.
