    Abstract: 近年來台灣食品安全事件層出不窮,引發消費者對於國內食品安全制度的疑慮及不信任感,雖然政府已成立跨部門食品安全管理機關及推動相關食品安全政策,然而每當食品安全事件發生時,在資訊不夠透明、無法快速追溯及追蹤的情況下,審查時間需花費一周,後續亦無法快速進行相關善後以及訴訟求償。
    區塊鏈的技術特性為去中心化、資訊公開透明、不可篡改以及更具安全性,應用於食品安全,可加速追溯及追蹤食品安全發生之問題點,屬於區塊鏈3.0-治理應用階段(Justice & Governance)之供應鏈應用。本研究運用決策實驗室分析法(DEMATEL)分析專家問卷,以「創新擴散因子」、「區塊鏈技術特性」、「食品安全管理」、「政府政策」與「供應鏈管理」五大構成要素為基礎應用於食品安全,作為探討食品供應鏈應用區塊鏈技術實踐食品安全的過程中,其五大構面與準則之間相互之影響性,並進一步結合網路層級分析法(Analytic Network Process, ANP)計算各項指標排序之權重值,分析關鍵成功因素。經專家訪談與統計分析發現,政府的支持與態度有最大的直接影響關係,產銷履歷之追溯與追蹤及合作夥伴的整合度對於食品區塊鏈應用區塊鏈技術實踐食品安全保證具有關鍵性影響,進而提出建議,以期提供管理意涵供政府部門及產業界等相關機構決策之參考依據。倘若日後再次發生食品安全事件,能加速資訊流動之追查,即時尋找問題的根源及原因,亦能探究食安事件影響之範圍,有效改善食品安全問題。
    ;For the past few years, food safety scandals have occurred frequently in Taiwan, which causing consumer doubts and distrusts in food safety system. Recently, the government has established not only an inter-departmental agency for food safety management, but also promoted relevant food safety policies. However, we cannot trace immediately due to the information of food source is not distinct when food safety incident occurred. It will spent one week on reviewing the information of food source, and not be able to carry out the relevant aftermath and subsequent litigation claims efficiently.
    A blockchain-based system should be decentralized, transparency, irreversibility of Records, reliable and increasing trust. It is suitable for application on food safety, which can speed up the traceability and trace the problems of food safety. It belongs to the blockchain 3.0 stage (Justice& Governance) on supply chain applications. In this work, we utilize the decision-making laboratory analysis method (DEMATEL) to analyze the expert questionnaires. The foundation of food safety is established on “innovation diffusion factor”, “blockchain technical characteristics”, “food safety management”, “government policy” and “supply chain management”. It′s a way to explore the food safety chain in the food supply chain, the five major aspects and guidelines are mutually influential. Further, we combine with the network level analysis method (Analytic Network Process, ANP) and analyze the weighted values of the item rankings and key success factors. We can observe that the government′s support and attitude have the greatest impact and direct relationship through expert interviews and statistical analysis. The traceability, tracking of production, sales resumes and the integration of partners are a key impact on food blockchain applications of food safety assurance. We can provide proper references to government agencies and industry and other relevant institutions for management decision.
    By using food blockchain applications, we can speed up the tracking flows of food information, figure out the root causes of the problems, explore the scope of the food safety incidents and effectively improve food safety when food safety incidents occurred in the future.
