    摘要: 我國公部門因政府組織再造、員額縮編,公務人力已大量精簡,但因現今環境變化快速,政府為因應民眾需求、符合公共利益,需施行的公共政策不斷增加,但因公務人力不足,僅能將部分業務委外由民間辦理,藉此紓緩公部門人力不足之現象,並且能夠促進民間企業參與政府事務、提高就業率,善用民間資源,活化公務人力運用,同時降低政府財政負擔。

    因目前政府財政負擔較高,公部門採用委外人力將案件委外辦理時,通常為節省預算歲出開支,選評廠商時,常常採用最低標方式決標,也就是選擇報價最低之廠商作為契約商,然而僅因價格最低而選擇廠商時,後續常有廠商內部管理問題、財務狀況不佳等問題,導致無法履約,徒增困擾。然員額精簡,公務人力不足,往後委外案件只會逐年增加,本研究以文獻探討以及機關採購經驗,並使用決策實驗室分析法(DEMATEL)整理出以政府機關評估委外人力廠商的重點項目及找出準則間相互影響強度與關係,本研究結果顯示,原本我國最被常使用之評選準則在專家意見中反而是最不被看重的,最重要的仍是品質,望能藉此研究結果,提供具體建議,藉以緩解政府部門對於委外案件廠商徵選之困境。
    ;The Taiwanese Government has been restructuring and down-sizing the public workforce and official organizations. However, due to the rapid pace of technology trend, the government′s public policies need to be implemented more swiftly according to the growing demands among general affairs. However, due to the lack of official staff, certain proportion of business shifted to be handled by private sectors to alleviate the shortage of public labor. Through this implementation, it is expected to promote participation in government affairs, increase employment rate, fulfill utilization of community resources, activate official human resources, and reduce the government′s financial burden.
    Due to the current financial burden of the government, when the public department uses outsourcing subcontracted manpower to handle the case, it usually saves the budget for the annual expenditure. When selecting the manufacturer, it often uses the lowest standard to decide the bid, that is, choose the lowest bidder as the contract. However, when manufacturers are selected of the lowest price, there are often problems such as internal management problems and poor financial status of the manufacturers, resulting in failure to perform and exercise the project. However, due to the shortage of official staff, the number of outsourcing cases will only increase. This study base on literature discussion and institutional procurement experience, apply expert questionnaires to sort out key projects of government agencies to evaluate outsourced human resources and provide specific recommendations. The conclusion of DEMATEL models in the study the most important project is quality, not price. In order to alleviate the dilemma of government departments for the selection of vendors in outsourcing cases.
