    Title: 都市化之傳統客庄與都會族群治理之政策問 題:以中壢區及竹北市為場域

    Abstract: 2010年制定《客家基本法》,創設「客家文化重點發展區」新制度,確立「客庄」法定地位,政府投入預算大量,「由上而下」的打造客家集體記憶,並發掘、塑造新的客家意象。而部分客庄之工商發展或都市計劃設計,誘發城鄉居民遷徙,使傳統客庄逐漸都市化,形成「都市型客庄」。本計畫規劃一年期,以「探索並建構客庄都市化之政策問題」為問題意識,運用公共政策及族群關係相關理論,及文獻分析法、深度訪談法等研究法探討「都市化之傳統客庄」(桃園市中壢區、新竹縣竹北市)之都市化發展脈絡,及客家政策對客家集體記憶之形塑效果。再者,本計畫運用公共政策相關理論,嚴謹地建構都市型客庄的政策問題,並借用政策備選方案的篩選原則,收斂數個備選方案為一個具體、可行的政策建議。此外,政府於客庄推動浪漫臺三線或前瞻基礎建設計畫等重大政策,將導引客庄的快速發展,讓更多傳統客庄走向都市化,本計畫關於客庄都市化之探討成果,可作為政府推動都會族群治理政策之參考。 ;In 2010, the Taiwan government enacted the “Hakka Basic Act” and introduced “major Hakka cultural areas,” thereby placing a statutory footing on the settlements of Hakka people, generally referred to as “Hakka villages.” Under the new act, the Taiwan government pledges to make generous investments in a “top-down” approach to define the collective memory of Hakka people, as well as to discover and create new “Hakka images.” Some of the new “major Hakka cultural areas” are developed as urban areas and attract immigration from rural areas, and therefore were becoming known as “urbanized Hakka villages”. This two-year project aims to examine and establish the policy problem of the urbanized Hakka villages. The project employs theories on public policy and ethnic relations as well as research methods such as literature review and in-depth interviews, to explore the developing history of urbanized Hakka villages (located in Taoyuan City’s Zhongli District and Hsinchu County’s Zhubei City) and to explore the shaping effect of Hakka collective memories by public policy interventions. Moreover, policy issues surrounding urbanized Hakka villages are rigorously constructed in this project based on public policy-related theories. This project proposes one solid, feasible policy recommendation out of several options. In addition, the Hakka villages will be rapidly developed due to the government’s investment such as Hakka Romantic Avenue or Forward-Looking Infrastructure Plan, and therefore bring more Hakka villages toward the urbanization. The fruit of discussing on urbanized Hakka villages could be provided the reference to Taiwan’s government.
