桃園市於103年12月25日正式升格為直轄市，市府大力推動大桃園地區道路改善，桃園市於107及108年執行道路改善時，結合現行道路工程相關規範，並配合內政部營建署前瞻計畫，將人本多目標改善導入道路工程，大幅提升整體道路品質，其中「107-108年度騎樓整平工程」及十六條「桃園市提升道路品質前瞻計畫-人本示範道路多目標改善工程」成效優異，將「以人為本」的觀念植入桃園市民的心中。 本研究採用「總結分析法」就研究者實務推動前瞻計畫導入桃園市人行環境改善之過程，依辦理時所導入的指標及改善策略之執行目的、項目及成果進行探討，並利用專家訪談歸納前瞻計畫的導入是否能有效改善桃園地區人行環境，最終總結前瞻計畫導入桃園市人行環境之實務經驗及改善帶來的成果效益做出建議及總結。 ;Taoyuan City was formally upgraded to a municipality directly under the Central Government on December 25, 2014.
