    Abstract: 近年國內公共工程市場需求已大不如前,使得營建相關產業(包括工程顧問服務業)面臨相當大的困境。另隨著國內市場的開放,公共工程的承攬不再限於國內技術顧問服務業,外國競爭廠商也來爭食市場,故亦受到國外業者相當大的威脅,而國內公共工程市場供給需求面亦產生供過於需的失衡現象,造成更激烈的市場競爭,故不論中小型或大型工程顧問公司,均需要竭盡所能尋求生存之道,期能在不確定且競爭激烈的環境中生存及獲利。而中小型工程顧問公司在經營管理與業務發展過程中,面臨了許多的挑戰,都在為求生存、求穩定、求發展而努力。就目前國內市場環境,對許多工程顧問公司而言,公共工程採購案為其主要的業務來源,而公共工程在專業技術服務方面的採購方式,早期普遍為採用價格最低標方式決標,現已演變普遍採用最有利標的方式決標。因此工程顧問公司在前期備標階段,就需投入大量資源及成本以期能獲取標案,倘若未取得標案,所投入之成本皆付之流水,因此工程顧問公司之間的競爭是愈來愈激烈,而中小型工程顧問公司的本質條件若不精進提升,則將可能會面臨萎縮淘汰,因此中小型工程顧問公司如何精進提升,則為中小型工程顧問公司永續發展之一大課題。本研究以中小型工程顧問公司如何在現況環境下訂定未來發展策略為主軸,透過分析國內工程顧問公司面臨的經營環境為基礎,提出中小型工程顧問公司建構發展策略應考量之面向(包括:公司核心價值、智慧資本、財務策略、競爭策略、市場策略等五大面向),並採用問卷調查與質化深度訪談之方式,向值得做為標竿學習對象之工程顧問公司經營者、主管進行問卷調查與訪談,進而找出成功經營的關鍵因素,再彙整其有關經營理念及策略之建議,最後透過歸納彙整及研究剖析,提出中小型工程顧問公司精進發展的相關建議與對策。本研究完成的分析成果,以及提出的經營績效關鍵成功因素,將可做為其他中小型工程顧問公司建構合適本身發展策略時之參考。;In recent years, the demand for the domestic public engineering market has been much worse than before, that makes the related industries of construction (including engineering techniques and consulting service) facing considerable difficulties in business. With the opening of the domestic markets in related Acts, the contracting of public works is no longer limited to the domestic engineering consulting firms. Overseas competitors have the same opportunity to fighting for the market, so domestic companies are threatened by foreign competitors greatly. An imbalance of oversupply in construction industry has arisen, which results in more intense market competition; therefore, small, medium or large-scale engineering and technique consulting companies need to do their best to find a way in order to survive and gain in an uncertain and highly competitive environment profit. In the process of operation management and business development, small and medium engineering consulting companies are facing many challenges, all of which are striving for survival, stability and development. With regard to the current domestic market environment for many engineering consulting companies, the public engineering procurement works are their main business, and the procurement method of public engineering in professional technical services was generally determined by the lowest price in the early time. Bids are generally decided as the most advantageous tendering method. Therefore, in the early stage of bid preparation, the engineering consultancy company needs to invest a lot of staff, resources and costs in order to obtain the bid. If the essential competence of small and medium-scale engineering consulting companies is not improved, they may face shrinking and elimination from the competition. Therefore, how to improve the small and medium-scale engineering consulting companies is a major issue for the consideration of sustainable development. This study explores the strategies for the development of small and medium-scale engineering consulting companies, providing relevant suggestions and countermeasures, and promoting the steady growth for those companies. Both quantitative and qualitative surveys are used to conduct with questionnaire surveys and interviews with managers and supervisors of engineering consulting companies that are worthy of benchmark learning, to find out the key factors for successful operation, and consolidate their business philosophy and strategies. The questionnaire survey includes five aspects: core values of the company, smart capital, financial strategies, competitive strategies, and market strategies so on. That learns from the interviews of company managers to find out the key factors for the success of engineering consulting companies. Through the research findings, the suggestions are made for the advanced development of small and medium-scale engineering consulting companies for a reference.
