摘要: | 資通訊產業的特性有著專案風險高、生命週期短、專業技術人力養成不易以及高流動性等等問題。而國內資通訊之專案管理業務?大多數又以人力為主,若無有效管理勢必造成專案執行上的困難,輕則公司品牌形象受損及影響客戶滿意度,重則可能造成公司遭致停權,無法承接公家機關的案子。因此為了提升資通訊專案管理的準確與執行效率,專案能否有效完成履約進度管理與公司內控把關與審查,就成為公司管理階層極度重要的管理工作。
本研究的目的: 1、探討公司經營專案類型以及可能風險。 2、透過AHP層級分析法分析風險因子的權重。 3、透過成果規劃查核表與查核機制,有效改善專案管理達成度或績效,進而提升公司營運能力。
分析資通訊業專案管?關鍵因素,歸納出幾個風險構面,分別為「人員風險構面」、「業主風險構面」以及「突發事件風險構面」等三大風險構面。其中又以「人員風險構面」為最重要構面。於綜合分析時,「人員風險構面」中又以下包商專業不足為最重要風險因子;而在「業主風險構面」中以工期不足為最重要之因素;「突發事件風險構面」中以政治因素為最重要因素。;The characteristics of the information and communication industry present certain problems. These range from high-risk projects, short lifecycles, difficulties in developing professional and technical manpower, and high turnaround rates. The overwhelming majority of project management services in the domestic information and communications industry is based on manpower. Without the effective management of this manpower, this will inevitably lead to difficulties in project implementation. These difficulties cover anything from tarnishing the company′s brand and/or image, negatively affecting customer satisfaction, suspension of company services, to the inability to win contracts with public agencies. Therefore, the following have become extremely important management tasks for a company’s management. Firstly, ensuring the improvement of the accuracy and efficient execution of information and communication project management. Secondly, analyzing whether a project can effectively complete or fulfill the requirements of performance progress management, as well as the company′s internal control checks and reviews.
The purpose of this research is the following: To discuss different types of company management projects and their possible risks. To analyze the weight of risk factors through the analytic hierarchy process (AHP). To effectively improve the achievement or performance of project management through a result planning checklist and check mechanisms, thereby enhancing a company′s operational capabilities.
This research involves analyzing the key factors of project management in the information and communications industry and unpacking these risk aspects. Namely, "personnel risk aspect", "owner risk aspect", and "emergency risk aspect" among which, the "personnel risk aspect" is the most important. In the comprehensive analysis, regarding the "personnel risk aspect", a subcontractor′s professionalism is the most important risk factor. In the "owner′s risk aspect", insufficient construction periods are the most important factors. And finally, in the "emergency risk aspect", political factors are the most important. |
