    Abstract: 高頻雷達是沿海監測海流、波浪、風等之重要工具。在國內,高頻陣列雷達技術初步投入海況監測。於2018年11月港研中心完成於臺中港北側建置一套由夏威夷大學開發之高頻雷達(LERA MK-III),已完成安裝、投入觀測,取得不錯的研究成果,目前系統穩定運作,性能良好,並計畫於2021年初於臺中港南側建置第二套系統,成為國內唯一運行的雙高頻陣列雷達系統。 未來臺中港兩座高頻陣列雷達站組成的雙雷達系統,可預期雷達數據處理會較單站更為複雜,其優勢在於可取得品質更好之海流及波浪資訊,改善雷達量測的不確定性。為精進高頻陣列雷達產品品質,數據處理會是其重要課題。因此,本計畫提出利用自主開發軟體,處理雙雷達系統數據,計算出同地點當下的徑向速度,獲取海流於兩個分量(東西向、南北向)的速度,以及取得雷達全域的風場與波浪資訊,惟僅在兩座雷達系統皆有都卜勒頻譜時可估計方向波譜參數。 此外,資料的統整與展示將需要建立資料庫及介面,為管理者、使用者更好的使用資料。最後也將與現場實測資料進行比較,以評估雷達測量之不確定性,及各天氣條件下的性能。 ;The HF radar system is an important tool of the coastal operational monitoring system for surface current, waves, and winds. Typically, the dual-radar system consists of two HF radar stations is optimal for retrieving the full information of current and waves, and improved the uncertainty of radar-deduced measurements. However, radar data processing technique is more complicated than those of a single radar system. It is not a new topic, but still is interested in. Besides, applications of the HF radar technique for monitoring sea-state situation just have been started in Taiwan several years ago. Accordingly, an HF radar (LERA MK-III) developed by the University of Hawaii station was installed in the north of Taichung harbor in late November 2018, and is in operational mode. Based on the first LERA system's performance, the second station is planned to install at the beginning of 2021. After finishing the second site, this is the only dual-HF radar system that is operated for monitoring the wavefield evolution in Taiwan. In order to understand the quality of HF radar products, the challenge of data processing needs to be solved. Therefore, we propose the project proposal for completing the step of dual-radar system data processing using the self-developed software. In which, the current measurement, including east-west and south-north components, will be calculated using two radial velocities at the same time and place. For waves and winds, their parameters will be determined at full radar coverage area. Still, only the directional wave spectrum will be estimated at locations where the two radar stations' Doppler spectra are available. Besides, to intergrate and present results, it is necessary to establish a server system, which provides useful information for the manager, government, and people. Finally, the estimation results are compared to those of in-situ measurement to assess radar deduced sea-state parameters' uncertainty as well as the method's performance under various weather conditions.
