    摘要: 2024年1月1日「國營臺灣鐵路股份有限公司」(以下簡稱TRC)正式掛牌改制,在鐵道政策與法令逐漸完備,TRC執行安全管理系統(以下簡稱SMS)不僅彰顯安全為首要的核心價值,亦需逐步有效落實安全管理作為改善組織文化,並兼顧公司利潤。
    本研究借鏡JR西日本旅客鐵道公司(以下簡稱JRW)長期推動安全管理系統及第三方評鑑經驗,認為在推動安全文化與提升安全有效性務實作法上,SMS要項之排序與權重具有研究重要性,故以2023年起,台灣鐵路管理局(以下簡稱TRA)推動SMS第三階段迄今為研究母體,進行三階段深入研析。
    第一階段以多準則決策方法(以下簡稱MCDM)找出關鍵成功因素排序與權重,第二階段將捷運安全維運與TRA操做SMS經驗等專家做分組問卷對照比較,進行全生命週期維運階段的安全檢視,第三階段請六位學者專家深入訪談找出具體可行方向與精進策略。得到以下結論:
    一、鐵路SMS之主要關鍵成功因素(Key Success Factors,以下簡稱KSF)排序建議
    1. 組織氣氛改善(權重值0.062,以下均是),2. 安全管理體制的強化及提高有效性(0.061),3. 風險評估的改善與提升(0.060),4. 安全管理體制監查的有效性提升(0.053),組織內外溝通流程的改善(0.046)。
    二、鐵路SMS之次要KSF排序建議
    1. 安全風險管理(權重值0.084,以下均是),2. 最高管理層的承諾(0.083),3. 安全責任與關鍵人員(0.068),4. 安全政策、目標與資源(0.067),5. 安全教育訓練與適任性管理(0.066),6. 維持安全管理體系所需的教育和培訓(0.065),7. 事件、事故通報與調查(0.064),8. 持續改進(0.061),9. 組織文化持續與傳承(0.060),10. 稽核、審查與評估(0.058),11. 文件創建和管理(0.057),12. 建立正面積極的安全管理意識(0.056),13. 確保遵守相關法律法規(0.049),14. 鼓勵發掘危害並謀解決行為(0.048),15. 設備管理與作業管理(0.035),16. 事故等信息的報告(0.034),17. 安全資訊傳達與溝通(0.033),18. 重大事故等的應對(0.033)。
    ;As of January 1, 2024, the State-owned Taiwan Railway Co., Ltd. (hereinafter “TRC”) was officially restructured, including implementation of a new safety management system (hereinafter “SMS”). This action not only served as a demonstration of the organization’s commitment to safety, but also indicates the need to gradually and effectively overhaul the TRC’s safety management organizational culture, while still ensuring organizational profitability.
    This study draws on the experience of the West Japan Railway Company (hereinafter “JRW”) in terms of its long-term safety management system implementation and other third-parties, and posits that the ranking and weighting of key SMS items have important research and practice implications for the promotion of safety culture and improving safety performance. Therefore, starting in 2023, the Taiwan Railway Administration (hereinafter “TRA”) began promoting the third phase of its SMS implementation as a matrix for in-depth research and analysis in three stages.
    In the first stage, the multi-criteria decision-making (MCDM) method is used to determine the relative ranking and weights of key success factors items. In the second stage, experts with experience in MRT safety maintenance and TRA SMS operations were surveyed on full lifecycle maintenance . In the third stage focused on safety inspections, in-depth interviews were conducted with six researchers and industry experts to identify specific and feasible improvement strategies. The results present the following conclusions:
    A.Suggestions for ranking of Main Key Success Factors (hereinafter “KSF”) for railway SMS :
    1.Improvement of organizational culture(0.062), 2. Strengthening and increasing effectiveness of safety management system (0.061), 3. Improvement and enhancement of risk assessment (0.060), 4. Increased effectiveness of safety management system supervision (0.053) , improvement of communication processes inside and outside the organization (0.046).
    B. Suggestions for ranking of Primary KSF for railway SMS :
    1. Security risk management (weighted value 0.084), 2. Top management commitment (0.083), 3. Security responsibilities and key personnel (0.068), 4. Security policy, goals and resources (0.067), 5. Safety education, training and competency management (0.066), 6. Education and training for SMS maintenance (0.065), 7. Incident and accident notification and investigation (0.064), 8. Continuous improvement (0.061), 9. Organizational culture continuity (0.060), 10. Audit, review and evaluation (0.058), 11. Document creation and management (0.057), 12. Positive awareness of safety management (0.056), 13. Compliance with relevant laws and regulations (0.049), 14. Encouragement for hazard discovery and resolution (0.048), 15. Equipment and operation management (0.035), 16. Accident reporting (0.034), 17. Safety information transmission and communication (0.033), 18. Response to major accidents (0.033).
