摘要: | 公路局轄下的工務段業務主要在於省道養護的方方面面,其所囊括的不僅僅是省道路面工程,在交通、路容、邊坡、號誌、牌面……等也都是十分重要的管理項目,除了上述主要工程業務外,在工務段本身的管理方面,其段務工作也不可忽視,這些行政、雜務工作同樣是維持工務段運作不可或缺的一環,身為在第一線為人民養護省道的公務單位,其工作又繁又雜,也因此常有人力分配不均的情形,如何在有限的人力之下,以精確有效且公平的方式進行工作的人力指派,是非常重要的問題。 本研究以交通部轄下某工務段為範例,針對段上工程及段務工作進行人力指派,考量各種工作的工作量、不同業務種類的人員、各種人員的不同薪資以及個別工作間的相關性等等,以一整年度的工作進行研究,利用電腦軟體Lingo18運算,求得整年度工作量公平最佳化,並且將其成果與人工經驗指派結果進行比較,確實使業務分配更加公平,也節省大量的指派時間,達到既公平又省時的效果。 ;The main business of the Work Section under the jurisdiction of the Highway Bureau, MOTC mainly involves the maintenance of provincial highways, encompassing not only pavement engineering but also various aspects such as traffic, road landscape, slopes, traffic signals, road sign, and more, all of which are essential management items. In addition to the aforementioned main engineering tasks, the administrative and miscellaneous tasks within the Work Section itself are equally indispensable in maintaining its operations. As a governmental unit working at the forefront of maintaining provincial highways for the people, its work is both extensive and varied, often resulting in uneven allocation of manpower. Thus, determining manpower assignment in a precise, efficient, and fair manner within limited resources is a crucial issue. This study takes a certain Work Section under the jurisdiction of the Ministry of Transportation and Communications (MOTC) as an example, focusing on manpower assignment for both engineering projects and administrative tasks within the section. Various factors are considered, including the workload of different tasks, personnel from different business categories, varying salaries of personnel, and the interrelatedness of individual tasks. The study spans an entire year of work and utilizes the computer software LINGO 18 for computation. By employing integer programming techniques, the study achieves fair optimization of workload throughout the year. The results are compared with manually assigned outcomes, effectively ensuring a more equitable distribution of tasks and saving a significant amount of assignment time, thus achieving both fairness and efficiency. |
