    Title: 國家職能標準制度建構之探討

    Abstract: 隨著全球化與知識經濟時代的來臨,產業結構與技術快速變遷,先進國家均積極推動專業人才證照及認證制度,作為培訓體系與因應產業需求的機制,最終目的在於縮小人才供需的落差,以提升產業競爭力。而建立所謂「國家職能標準」列出在某一職業下,就業者所需具備由國家認可之知識與技術的程度,讓產、學、訓有共通的職能標準,是我國認證制度和人才培訓建構的當務之急。 本研究統整我國技能檢定、職業訓練的現況和作法,再參考美國、澳洲、新加坡及日本之國家職能標準制度,進一步瞭解各國職能制度的內容,並融合專家學者之看法與建議,主要研究目的為: 一、分析各國目前運行國家職能標準的機制,做為未來我國制定國家職能標準之借鏡。 二、瞭解台灣目前產業現況,若有建構國家職能標準的需要,應從哪方面著手? 三、未來在訂定國家職能標準機制時,政府與產業各要扮演怎樣的角色? 研究結果發現,各國建立國家職能標準的背景和目的各不相同,我國未來欲參考各國國家職能標準之內容時,應先考量我國之主客觀環境,並將欲架構之國家職能標準明確定義。台灣產業的現況有97.63%屬於中小型企業,產業分歧的結果,導致各產業所需的職能各有不同,因此所需要的職能標準必須能隨時因應環境的變化和更新技能,至於中大型企業,有完整的人力資源管理團隊、重視職能標準的企業,大部份已有自行訂定公司內部職能標準的能力;再加上,現有存在的技能檢定和證照制度,已行之有年,仍可繼續使用。 因此,若政府欲發展國家職能標準機制,應從其他民生安全有關的職類進行職能標準的發展,再進一步協助企業,找出產業共同的核心職能,訂定就業者必須具備的職能標準,以作為企業內部職能發展的參考,並依據法源成立國家職能標準委員會推動小組,進一步進行分工與建構的後續事宜。 International competition, global production and the increasing pace of change have brought new challenges that require the establishment of a National Skills Standard to accelerate the implementation of training standards, work performance standards, identification of job competencies and acquisition of skills. The research attempts to take other countries’ experience which in building of national Skill Standard systems as great examples when our government is going to build the systems. And the purposes of this research are: 1. Analysis the institution of National Skill Standards in the U.S, Singapore, Japan, and Australia. And try to find their successful experience in building the systems. 2. Search the circumstances that Taiwan is, if we need to build a National Skill standard system where could we start from? 3. In the future, which roles would government and enterprise play in building the system? The result of the research realizes that when Taiwan needs to build up a National Skill Standards, first thing is to organize a committee and start to find basic standards of the people’s livelihood skill. Further, ask for the enterprises’ support, building up fundamental skill standards as a standard of training and cultivating talent.
