;This study designed an issue-based board game teaching activity centered on the board game Utopia to explore students’ issue understanding, communication performance, social awareness, and motivation toward issue understanding. Through national management, event decision-making, collaborative discussion, and action card usage, students engaged with issues related to economy and daily life, health and sanitation, human rights and equality, safety and peace, marine climate, and ecological conservation, and organized their learning processes through issue mind maps after gameplay. The results showed that students demonstrated preliminary issue understanding abilities, but still required further guidance in causal explanation, perspective integration, and independent solution generation. Although no significant differences were found in the communication performance, social awareness, and motivation scale results, students gradually demonstrated more specific coordination strategies and flexible responses in situational questions. In terms of social awareness, students also provided more concrete responses related to responsibility awareness, reflective thinking, and caring actions in social situations, though some responses were still influenced by personal interests and situational pressure. This study provides an instructional model integrating issue-based board games and interactive discussion for elementary school issue education, enabling students to develop issue understanding, communication abilities, and social awareness through participation, discussion, and decision-making processes.
