    摘要: 參與式預算為審議式民主的其中一種形式,強調公民直接參與的重要性,能讓民眾決定預算分配的優先順序,並培植民眾理性溝通與對話的素質,達到擴大公民參與的目的。審議式的公共參與必須具備溝通與賦權兩個層面,缺一不可;僅重視溝通層面的公民參與只有諮詢功用,而僅注重賦權層面的公民參與則可能存有利益或價值上的偏頗,減少了決議的正當性與可行性。

    本研究係以2018年桃園市政府青年事務局在楊梅富岡地區推動參與式預算為例,探討相關利害關係人在參與式預算中所扮演的角色,以及富岡地區推動參與式預算的目的、成效和利害關係人的觀感,並試圖建立客庄推動參與式預算的模式。透過次級資料及相關文獻的彙整研究以及深度訪談等方法,本研究計有如下發現:
    一、不同客家社團之利害關係人所扮演的角色及功能不盡相同。
    二、溝通與賦權兩個層面的銜接是影響民眾觀點與滿意度的重要因素。
    三、公部門與基層公民注重的成效存在差異。
    四、推動參與式預算的盲點:有預設議題、公民能力因素以及預算上的考量等。
    五、參與式預算的推動與客家族群議題並無直接關聯性。

    最後,根據分析結果,本研究分別針對推動機關、客家社團以及提案人等提出若干建議,供後續推動參與式預算之參考。
    ;Participatory budgeting is one modus of deliberative democracy, emphasizing the importance of direct citizen participation, allowing the public to determine the priority of budget allocation, and cultivating the quality of rational communication and dialogue among the public to achieve the effect of expanding citizen participation. Deliberative public participation must have two levels of communication and empowerment, both of which are indispensable; citizen participation that only focuses on communication level has only a consulting function, while citizen participation that only focuses on empowerment level may have biases in benefits or values, reducing the legitimacy and feasibility of the resolution.

    This study takes the example of the Taoyuan Municipal Government Youth Affairs Bureau to promote participatory budgets in the Yangmei Fugang area in 2018, to discuss the role of relevant stakeholders in participatory budgeting, and the purpose, effectiveness and Stakeholders′ perceptions and attempts to establish Hakka′s mode of promoting participatory budgeting. After consolidating research on secondary data, related literature and conducting in-depth interviews, this study has the following findings:
    1. The roles and functions of stakeholders in different Hakka societies are different.
    2. The link between communication and empowerment is an important factor that affects
    people′s opinions and satisfaction.
    3. There is a difference in the effectiveness that the public sector and the grassroots citizens
    focus on.
    4. The blind spot of promoting participatory budgeting: There are preset themes, civic capacity factors and budget considerations.

    5. The promotion of participatory budget is not directly related to the themes of Hakka
    groups.

    Finally, according to the analysis results, this study puts several suggestions for the promotion agencies, Hakka associations, and sponsors, etc., for the reference of subsequent participatory budget promotion.
